This announcement is an unrestricted acquisition to renovate Corrosion Control Hangar, B6626 at Barksdale AFB, Louisiana. The proposed project will be a competitive, firm-fixed price, Design-Bid-Build contract. Magnitude of Construction is between $25,000,000.00 and $100,000,000.00 The North American Industrial Classification System code is 236220, which has a size standard of $39.5 million. The solicitation is anticipated to be issued on or about 31 October 2022, and proposals due on or about 09 December 2022. The contract is anticipated to be awarded in March 2023. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://sam.gov/. Project Information: The project includes repair of an existing hangar with the vision to support limited repair paint operations and wash rack operations. Construction Range is between $10M and $100M. Contract Work consists of renovation and upgrade of building systems on an active military airfield to meet Air Force standards: repair of existing hangar, replace interior hangar doors, HVAC, electrical/Lighting/Communication/Security Systems, and Plumbing, roofing, interior and exterior finishes etc. to provide an operational corrosion control facility so that corrosion control activities can commence to support the active bomb wing. Building 6626 which is a Corrosion Control Facility (CCF) and must be able to perform all the functions listed in UFC 4-211-02 with the exception of the Dry Media Blast (DMB) De-paint. As part of this project, a mass notification system is to be added. Hazardous material assessment is also included in the project. This is a notice of intent to include brand specific requirements for the Unrestricted, Full-and-Open competition for renovation for the Corrosion Control Facility at Barksdaile Air Force Base, LA. The statutory authority for the inclusion of brand specific requirements is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." United States Army Corps of Engineers (USACE), Fort Worth District intends to include brand specific requirements in its Unrestricted, Full-and-Open competition solicitation in support of the Corrosion Control Facility renovation. This project will support Hangar 6626 contract where Air Conditioning (HVAC) chiller unit(s) replacement is included as part of renovation in a vertical construction project requirement. The government will not purchase the Air Conditioning (HVAC) chillers directly from the manufacturer but will require the selected contractor to provide and install as an Air Conditioning (HVAC) chiller replacement. Brand Name Each of the four Air Conditioning (HVAC) chillers shall be Trane Brand. The Air Force is required to use the “brand name exception” to CICA because the nature of the acquisition as a strategic vehicle for Category Management (CM) requires a pre-planned brand name approach to acquiring Air Conditioning HVAC chillers. This is a non-personnel services Blanket Purchase Agreement (BPA) to provide Occupational Health Services to U.S. Army Corps of Engineers (USACE), Fort Worth District personnel (patient). Contractor service providers and clinical staff shall be accountable solely to the Contractor who, in turn is the binding authority to the Government. The objective is to provide the occupational medical examinations and services listed in the Medical Services Matrix (Appendix A) as required to meet medical standards associated with employee positions, work tasks, and exposure groups.
