The solicitation will be issued on or around 16 April 2021 using a Two-Phase Design Build Process in accordance with FAR 36.3 -Two-Phase Design-Build Selection Procedures. CONTRACT INFORMATION: This announcement is an unrestricted acquisition to design and construct for the Hammerhead Barracks Renovation (B10020 and B10021), Fort Hood, Texas. The North American Industrial Classification System code is 236220, which has a size standard of $39.5 million. A firm-fixed-price contract will be negotiated. The contract is anticipated to be awarded in September 2021. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/SAM/. No state level certifications will be accepted. PROJECT INFORMATION: Construction range is between $25,000,000 and $100,000,000. The project is for the design and construction of two existing Hammerhead Barracks Renovation, 10000 block to include B10020 & B10021 at Fort Hood, Texas. Each barracks building is 3-Stories, has a basement, and includes Company Operations Facilities that contain two arms vaults and chemical room (Gas Mask and similar equipment). Renovations will include: Complete renovation of first floor, Standing Seam Metal Roofs, Exterior Finishes, Interior Finishes(Walls/Ceilings/Floors), New Barracks (2nd and 3rd floors) Floor Plans (2 Bedrooms, 1 Kitchen, 1 Common Area, and 1 Bathroom), Replacement of underground chilled water piping, New HVAC Systems (DOAS, Hydronic Boilers, Fan Coil Units), Plumbing Systems, Fire Protection Systems, Lighting & Electrical Systems, Telecommunication Systems, and Site Improvements (Drainage, Roadway/Sidewalk Upgrades, Utility Upgrades: Electrical, Sanitary Sewer, Domestic Water, and Natural Gas). LEED Silver is required. This solicitation will be evaluated under the Two-Phase Design Build Process in accordance with FAR 36.3-Two-Phase Design-Build Selection Procedures. In Phase 1, interested firms or joint venture entities (referred to as "Offerors") will submit a proposal demonstrating their past performance and capability to successfully execute this requirement. The Government will evaluate the performance capacity in accordance with the criteria described in the Phase 1 solicitation and intends to select no more than five (5) of the Phase 1 offerors to compete in Phase 2. In Phase 2, the selected offerors will submit a technical proposal and a price proposal. The Government will evaluate the Phase 2 proposals, in accordance with the criteria described for Phase 2 in the solicitation, and award the contract to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall "best value" to the Government, considering all technical and non-technical factors including cost or price identified under Phases 1 and 2. The U.S. Army Corps of Engineers, Fort Worth District has been tasked to solicit for and award a project to revitalize/renovate two Hammerhead Barracks, at Fort Hood, TX. The proposed project will be a competitive, firm-fixed price, Design Build contract. The government intends to issue a solicitation; however, the results and analysis of the market research will finalize the determination of procurement method. The type of set-aside, if any, decision to be issued will depend upon the capabilities of the responses to this synopsis.? The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman Owned Small Business. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. If a large business firm is selected for this announcement they must also comply with the FAR 52.219-9 clause regarding the requirement for an approved subcontracting plan. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona fide o?ice in the geographical area of consideration where the work is to be performed as determined by SBA. However, all construction performance must be in compliance with the USACE Safety and Health Requirements Manual, (EM 385 1-1, and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations. The type of solicitation to be issued will be a Design Build RFP. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Anticipated solicitation issuance date for Phase 1 is on or about Late January 2021, and the estimated proposal due date will be on or about February 2021. The official Synopsis citing the solicitation number will be issued on Beta.SAM.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued.
