This acquisition will be advertised as a Total Small Business Set-aside. A solicitation is expected to be issued on or about 03 SEPTEMBER 2020 with proposals due on or about 05 OCTOBER 2020. This is a “Lowest Price Technically Acceptable (LPTA)” solicitation for the East Fork Road Repairs, Lake Lavon Park, Wylie Texas. The Government will the evaluate proposals in accordance with one-step source selection procedures and award a firm fixed price contract to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government utilizing the Lowest Price Technically Acceptable (LPTA) process described in FAR 15.101-1. Any resulting contract will be firm fixed price. The anticipated Notice to Proceed date will be 23 October 2020 with a required completion date expected to be Two Hundred Forty (240) calendar days after Notice to Proceed is issued. Offerors are advised that a contract resulting from this solicitation is subject to the availability of funds and may be cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and final award. All contractors are advised that they must be registered in the System of Award Management (SAM) (https://www.sam.gov/). Joint ventures must also be registered in SAM as a joint venture. We advise contractors to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the SAM database will make an offeror ineligible for award. PROJECT INFORMATION: 20R0078 will include the following work at the Lake Lavon, Wylie, Texas for multiple repairs to roads within the Park proper as stated in the SOW as shown on all drawings and per the specifications and any other specifications herein not listed but included in the SOW as follows: Tent Access Rd, Park Entrance Rd, RV Dump Station Rd to Park Entrance, Park Gate House (Concrete). There are three Options included as follows (Option 1 Main Entrance Rd, Option 2 Day Use Rd, and Park Marina Access Rd). The Contractor is to furnish all labor, equipment, supplies, materials, supervision and other items and services necessary to accomplish the work at Lake Lavon, Wylie, Texas. The construction magnitude will be between $500,000.00 and $1,000,000.00. SELECTION CRITERIA: This acquisition will evaluate offerors considering the following factors: Technical/Specialized Experience, Past Performance (Confidence Assessment), and Price.
