This Invitation for Bids (IFB) is a Design-Bid-Build (DBB) for repair and replace approximately 26,000 LF of vintage 1950's piping, valves and hydrants, located at Laughlin Air Force Base (AFB), Del Rio, TX. The objective of this project is to provide 100% Design plans to repair and replace approximately 26,000 LF of vintage 1950's piping, valves and hydrants. Provide all labor, equipment and materials to excavate and replace water mains, valves, and fire hydrants base wide. The affected water mains are located next to Liberty Drive from the Main Gate to Indiana Ave; Second St from Bldg 414 to Indiana Ave; Fourth St from Arkansas Ave to Indiana Ave; Fifth St; Sixth St; Seventh St; Arkansas Ave from Fourth St to Iowa St; Kansas Ave; Arizona Ave; Colorado Ave from Bowling St to Liberty Dr; Laughlin Dr from Ribas-Dominicci Circle to Second St; Arnold Blvd from Ribas-Dominicci Circle to Fourth St; Mitchell Blvd from Ribas-Dominicci Circle to Hall St; Indiana Ave; Yucca Ln; and the line that extends from the intersection of Arnold Blvd and Second St to the flight line. A reliable, complete and usable water source during normal, peak and emergency conditions that is not susceptible to leaks that introduce pathways for external contaminants, including pathogens and harmful chemicals, which increase health risks, compromise water quality, and degrade the Base mission. In 1952, the water system composed of bell-and-spigot cast-iron piping was installed. Cast-iron pipe has a life expectancy of 50 years according to the AFCEC database for utility-component life-expectancy. The existing water distribution continues to deteriorate due to internal and external corrosion. The soil resistivity is moderate in more than 50% of this area, which is an indicator of an externally corrosive environment. The water system has exceeded its design life, which increases the frequency of leaks, taste and odor problems, customer complaints, and disinfectant demands due to the presence of corrosion byproducts. This project supports the Laughlin AFB Installation Development Plan by providing a reliable water source during normal, peak and emergency conditions. If not funded, the aging infrastructure would continue to need repairs. In addition, aging mains are susceptible to leaks that introduce pathways for external contaminants, including pathogens and harmful chemicals, which increase health risks, compromise water quality, and degrade the Base mission. DFARS 236.204 Disclosure of the magnitude of construction project (ii) between $5,000,000 and $10,000,000 The IFB is anticipated to be issued on or about 14 June 2019, and bids due on or about 14 July 2019. Public bid opening procedures are applicable for this solicitation and a firm-fixed price contract is anticipated to be awarded. Anticipated contract award date on or about 14 August 2019. Anticipated project completion date is 12 months from Notice to proceed.
