CONTRACT INFORMATION: This announcement is for a 2 Phase Design Build (FAR Parts 36 and 15) Competitive Negotiation, Price-Technical Trade-Off, full and open acquisition to renovate and convert Building 87017 from a dining facility to a Brigade Headquarters, at Fort Hood, Texas. The North American Industrial Classification System code is 236220, which has a size standard of $36.5 million. A firm-fixed-price contract will be negotiated. The contract is anticipated to be approximately awarded in September 2019. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. No state level certifications will be accepted. PROJECT INFORMATION: Construction range is between $5,000,000 and $10,000,000. This contract is a Design Build for the renovation and conversion of Building 87017 from a dining facility to a Brigade Headquarters at Fort Hood, Texas. The intent of this project is to provide an extra small Brigade Headquarters schematic floor plan that functions within the constraints of the existing building footprint and meets all current construction criteria; provide a new fire protection system, with an approved automatic sprinkler system; replace existing floor slab with a new engineered floor slab; reconfigure the floor space to accommodate the Brigade Headquarters requirements; minimize vapor transmission through the building envelope, improve energy efficiency, provide air conditioning and heating to the facility, provide dehumidified outdoor air to provide proper space relative humidity, sealing of building envelope to minimize infiltration. Design shall take into account the humid climate and the effect of high winds and rain. Equipment, control strategies and building materials shall be selected to minimize the energy usage. The overall goal is to provide our troops with a comfortable working environment and operational facilities that are conducive to the performance of assigned tasks; and an overall facility that will last for the next 20 years, while requiring only routine maintenance. Project includes the design and construction of Building 87017 Dining Facility to Brigade Headquarters renovations, replacement of floor slab, reconfiguration of the buildings spaces, plumbing work, HVAC work, and associated site work. Work will include interior and exterior redesign/renovation of building 87017; sidewalk replacement; lighting and reconstruction; landscaping, and LEED silver certification. The project shall be designed and constructed in accordance with the military criteria in conjunction with industry standard criteria, materials and efficient practices. The design shall also meet the requirements of the Installation Design Guide. The latest version of building codes shall be used as design guides as long as there are no conflicts with the above requirements. In the event that there is a conflict between standards, the military standards take precedence. The building design and the materials selected shall be high quality, durable, easily maintained and meet the specifications. The Contractor shall be responsible for the professional quality, code compliance, technical accuracy and coordination of all designs, drawings, specifications and other documents or publications upon which the design and construction are based. As part of the design effort, the Contractor shall perform a thorough survey of each building to be rehabbed to determine conditions and actual dimensions and capacities. LEED Silver certification is required.
