Amendment 0002 Please refer to the attachement labeled 17th STB Post Yellow Ribbon North Industry Questions and Responses. 1. Section 1.4 (page 1) states "The performance shall be at a venue with a minimum rating of Four Stars within a 20-mile radius of the Reno area." Which rating system (AAA, Forbes, or other government-recognized standard) should be used to verify the Four-Star requirement? Response: AAA 2. Section 3.2.2 (page 3) requires "Conference room space must be size appropriate for personnel to move around freely from the tables and chairs." Based on experience, does the government have any minimum square footage requirements/preferences for the main conference room (115 guests), breakout room (60 guests), and childcare room (4 children), or is it solely at the judgment and discretion of the contractor? Response: The Government does not have any square footage requirements outside of the venue’s occupancy codes. 3. Section 3.2.1 (page 3) specifies "Three (3) conference rooms. One main conference space to accommodate up to 115 guests to be used for general training sessions and meals. One break-out room to accommodate up to 60 guests to be used for support staff. One room for childcare." Will a separate registration or check-in area be required beyond these three rooms? Response: Registration can be in the main room or hallway right outside of the main room. 4. Section 3.2.4.1 (page 3) states "The main conference room will need an elevated stage." Are there any specific minimum or preferred dimensions for the stage (either width, depth, or height)? Response: No preferred dimensions. 5. Section 1.1 (page 1) indicates the contractor shall provide "team building exercise or access to pool (if available)." Could the government provide any details relating to the requirement for a teambuilding exercise? Is the contractor expected to facilitate an exercise or only to provide a facility for such an exercise? a. Please confirm that a property with access to a pool negates any requirements relating to teambuilding exercises. Response: The Yellow Ribbon Reintegration Program (YRRP) Coordinator has removed the requirement to provide a team building exercise or access to pool. 6. Section 1.1 (page 1) does not detail childcare activities. Should services include structured activities (crafts, games, educational programming) or general supervision only? a. If there are any specific expectations for activities, please provide details relating to those expectations. b. What infrastructure is required (sleeping mats, activity tables, age-appropriate furniture)? c. Must the contractor provide toys, games, books, and entertainment materials appropriate for ages 5-12? Response: a. Please refer to the Addendum to the PWS North for more information. b. Sleeping mats for nap time. c. Contractor shall provide age appropriate toys, games and age appropriate entertainment. 7. Section 1.1 (page 1) lists "4 kids, (5,6,10,12)." Are these ages confirmed, and should the contractor prepare for potential additional registrations? Response: Yes, they are current as of July 29, 2025. Please refer to the Addendum to the PWS North for more information. 8. Section 3.3.4 (page 3) states "Contractor shall ensure that meals have enough food for 115 adults." Do the four children require separate meal provisions and accommodations or will they eat with the adults? Response: The children will eat with the adults and are included with the meal totals. 9. Section 3.3.3 (page 3) requires "Meal options must be available for vegan, gluten and dairy-free." What is the anticipated count for each dietary restriction category? Response: The YRRP) Coordinator will deliver a final count for each category no later 72 hours prior to the start of the event. 10. Section 3.3.1 (page 3) specifies "Buffet style or plated breakfast" while the document title page mentions "plated breakfast." Are both buffet and plated breakfast options considered acceptable? Is one preferable to the other? Response: A buffet style is preferred but a plated breakfast is acceptable. 11. Section 3.3.1 (page 3) mentions "snack bar provided during breaks (10:00 am and 2:00 pm)." What specific items constitute acceptable snack offerings? If there are any items that are considered unacceptable, rather than a list of specific items desired, please provide that information. Response: Cookies, chips, nuts, fruits (bananas, apples, oranges, grapes, cherries, blueberry). 12. Section 3.3 (page 3) requires breakfast and lunch without specifying times. What are the designated meal service windows each day? Response: a. Day 1 Breakfast 0900 b. Day 1 Lunch 11:50 c. Day 2 Breakfast 0800 d. Day 2 Lunch 1150 13. Section 3.2.4.1 (page 3) requires "mic" without detail. What type is required (wireless handheld, wireless lavalier, podium-mounted, or combination) Response: A specific mic type is not required. 14. Section 2.1.1 (page 2) requires "an on-site representative at the venue during the event (event coordinator)." Must a dedicated AV technician also be available throughout the event? Response: yes 15. Section 3.2.4.1 (page 3) lists AV equipment but not playback devices. Should the contractor provide laptops or media players, or will the government supply their own? Response: The contractor does not need to provide playback devices. The government will provide their own. 16. Section 3.1.3 (page 2) states "Onsite parking for all Event attendees and support staff, shall be provided." Must parking be complimentary or can it be fee-based? a. If it must be complimentary, is it acceptable to use vouchers or validation? Response: Complimentary is always preferred. Voucher and validation is okay too. 17. Section 3.1.3 (page 2) requires parking for "all Event attendees and support staff." How many total vehicles should be accommodated (for attendees, staff, etc.)? Response: As of July 30, 2025, the estimated number of vehicles is 50. 18. Section 1.5 (page 1) states event hours as "7:00 am Pacific Time September 13, 2025, to 6:00 pm Pacific Time September 14, 2025." Does the government need access on September 12th for set up and testing, or is it sufficient to have everything set by 6:00 AM on September 13th? a. If everything must be set on September 12th, please specify the time by which setup must be completed. Response: September 12, 2025, 5 P.M. 19. Section 2.1.5 (page 2) requires the contractor to “provide access to facility for support staff during the week prior to the event for a walk through." Are there any specific dates and time windows that the government would like to do the walk-through? Response: There is not a specific date during the week prior to the event. 20. Section 4.6 (page 4) states "The rate shall be tax exempt." Please confirm that the government will provide the contractor with all required documentation to secure tax exemption from the venue. Response: The Yellow Ribbon Reintegration Program will provide its tax exempt letter. 21. Section 3.2.4.1 (page 3) requires "Wi-Fi accessibility" without specifications. What are minimum bandwidth and concurrent user requirements? Response: The purpose of WiFi accessibility is to allow for the use of up to 140 devices (mostly smart phones with about 15 laptops) with 5MBPS upload and 10MBPS download per device. 22. Section 3.2.4.1 (page 3) specifies "25 ft extension cord, grounded power strip" per room. How many additional electrical outlets are required per conference space? Are they needed for a specific purpose or in a specific location within the room? Response: No additional electrical outlets are required. The extension cords are needed for the briefers to plug in their equipment and do not need to be placed in a specific location. 23. Should the contractor include a summary of relevant past performance in its technical proposal? Response: No, the contractor does not need to include a summary of past performance. End of Amendment 0002 ---------- Amendment 0001 This amendment includes an Addendum to the PWS, an updated Combined Synopsis/Solicitation (changes highlighted in yellow), and an amended Date Offers Due (August 07, 2025 11:30P.M. PDT). End of Amendment 001 ---------- (a) The United States Property and Fiscal Office, Purchasing and Contracting Division, on behalf of the Department of Defense (DoD) Yellow Ribbon Reintegration Program (YRRP) requires conference room meeting space and banquet meals to facilitate a Yellow Ribbon Event, on September 13 and 14, 2025. The facility will accommodate a dining and training space for approximately 115 Nevada National Guard Service Members, Spouse/Significant Other in Reno, NV. (b) There is no current contract for this requirement. (c) Specific requirements are listed in the attached Performance Work Statement. (d) Dates with Line Item Numbers (LINs): LIN 0001 (13 September thru 14 September 2025). (e) See the attached Combined Synopsis/Solicitation for the full details. 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Price (2) Technical Requirements (3) Past Performance Technical requirements and past performance, when combined, are approximately equal to cost or price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
