This announcement constitutes the solicitation only; quotes are being requested and a written solicitation will not be issued. The solicitation number W9124X-19-Q-0012 shall be used to reference on the written quote provided under this request for quote (RFQ). This solicitation is prepared in accordance with FAR Part 12, the acquisition of commercial items in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-02 (https://www.acquisition.gov/). This is a Firm Fixed Price Request for Quotation (RFQ) being issued by the Nevada Army National Guard (NVARNG) United States Property and Fiscal Office Purchasing and Contracting Division to provide NVCERFP Operation North Cistern with support for and manage contractor casualty/emergency response role players, moulage, weighted manikins, and structural collapse venue site support (rubble pile reset) to develop and support regional training and exercise activities aimed at enhancing domestic contingency readiness. NVCERFP ensures these functions are integrated and complementary where appropriate. In an effort to provide conditions wherein the participants are challenged with probable real-world situations, NVCERFP uses moulaged role players and manikins to simulate the applicable conditions. The use of role players is required to support regional training and exercises to enhance domestic contingency preparedness exercises and evaluations of CBRN Enhanced Response Force Package (CERFP), Homeland Response Force (HRF) and other National Guard CBRNE response capabilities at the site located in Las Vegas, NV 7-9 September, 2019 as per attached Performance Work Statement. This solicitation is a TOTAL SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (FAR 52.219-27) and the North American Industry Classification System (NAICS) code for this solicitation is 541611 with an industry size standard of $15 million and the Product Service Code (PSC) is R429. A responsible offeror/quoter is one whose offer conforms to the solicitation and will be most advantageous to the Government. Quoted pricing can be submitted via company formatting, or the SF1449 can be completed and submitted as the price quote. The SF1449 provides the contract clauses, terms and conditions for this requirement. All firms or individuals responding must meet all standards required to conduct business with the Government, including registration with the System for Award Management (SAM), and be in good standing. All qualified responses will be considered by the Government. In addition to providing pricing each quote must include vendor's CAGE/DUNS number, and must include point of contact information. Failure to provide SAM registration may result in your quote being disqualified from consideration. IAW FAR 52.204-7 and DFARS 252.204-7004 Alt A, prospective vendors must be registered in the SAM database prior to award. Prospective vendors should visit the SAM website at https://sam.gov/SAM/pages/public/index.jsf to register.
