This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, W9124V-25-Q-A009, is issued as a request for quote (RFQ) using FAR Part 13 - Simplified Acquisition Procedures. This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03, effective January 17, 2025. This is a small business set aside. The associated NAICS code is 541890 – Other Services Related to Advertising, with a size standard of $19.0 million. NOTE: If this NAICS is not listed as one of your organization’s codes in the System for Award Management (SAM) website, you will need to certify your business size for this NAICS (prior to award), via FAR Clause 52.212-3, Alternate I, Offeror Representations and Certifications--- Commercial Products and Commercial Services. Quote must include shipping to Fort Harrison, MT 59636. Shipping must be free on board (FOB) destination CONUS (Continental U.S.). Delivery will be made to 1956 Mt. Majo Street, Fort Harrison, MT 59636. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. Offerors are also required to submit a completed copy of the Request for Quotation and a completed copy of the pricing schedule. Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition. The Government intends to establish at least three (3), Blanket Purchase Agreements (BPA) to the responsible Offerors whose offers represents the best value to the Government. Best value is expected to result from the evaluation of specifications, past performance, price, and delivery timeline. Award may be made without discussions with offerors. Offerors are cautioned that the award may not necessarily be made to the lowest priced quote. Offerors are cautioned that an unrealistically low price, as proposed initially or subsequently, may be ground for eliminating a quote from consideration, either on the basis that the offeror does not understand the requirement, or he/she made an imprudent offer. Quote Submission Instructions: Quotes shall include point of contact name with contact phone/email, CAGE/UEI, Socio-economic status, product item pricing sheet (attachment 1), and item specifications for each item. All quotes shall be submitted by 1200 EDT on 9 May 2025. Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition and would be in the best interest of the government. Prior to Contract award, the business must be registered on System for Award Management (SAM) website http://www.sam.gov. Registration must be “ACTIVE” at the time of award. NG Agency Protest Program: NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency's Protest Decision Authority, but not both, in accordance with NG protest procedures. To be timely, the protests must be filed with the periods specified in FAR 33.103.
