This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation, W9124V24Q0002 is issued as a request for quote (RFQ) utilizing FAR Part 13 – Simplified Acquisition Procedures. This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-04, effective April 01, 2024. This is a 100% Hubzone Small Business set aside. The associated NAICS code is 541810 "Advertising Agencies”, with a size standard of $25.5 M. NOTE: If this NAICS is not listed as one of your organization’s codes in the System for Award Management (SAM) website, you will need to certify your business size for this NAICS (prior to award), via FAR Clause 52.212-3, Alternate I, Offeror Representations and Certifications--- Commercial Products and Commercial Services. Invoicing shall be through WAWF at https://piee.eb.mil and payment will be Electronic Funds Transfer (EFT) from Defense Finance and Accounting Service (DFAS). Vendors shall agree to register for a WAWF account, which is separate than SAM. Invoicing shall be monthly. Award Type: The Montana Army National Guard (MTARNG) intends to award a firm-fixed price (FFP) contract for Social Media and Digital Advertising. Although the Government reserves the right, the Government intends to evaluate quotes and award a contract without discussions. Therefore, quotes should contain the offeror’s best terms from a price and technical standpoint. Period of Performance: 1 Base of six months with four 1-year option years. The base period is proposed to begin 1 July 2024 through 31 December 2024. With four 12 month options to follow. See PWS for further information. Basis of Award: The Government will evaluate all quotes to determine the best value to the Government when evaluating past performance (includes references, CPARS, and SPRS), contractor responsibility, technical capabilities and proposed marketing plan that maximizes the Recruiting and Retention’s budget of $42,000 for the first base period of 6 months. The budget for the 4 option years can be variably but plan on a budget around $72,000 for the 4 option years (12 months each). Past Performance : DoD experience is preferred. Quote shall be all inclusive of any additional administrative costs. Quote shall be presented for base period 1 of 6 months and for each additional 12-month option year. Quote Submission Instructions: Quotes shall include: Point of Contact name with contact phone/email, CAGE/UEI, Socioeconomic status with certificate, proposed Social Media Advertising Plan with price including setup, ODT, and proposed # of impressions for the budget, proposed Social Media Boosts plan with price including all setup, ODT, etc for the budget, and proposed Digital Advertising plan with price including all setup, ODT, and proposed # of impressions for the budget. Quotes shall include base period of 6 months with proposed budget of $42,000 and then quote for full year for each of the four option periods of 12-months with a proposed budget around $72,000. The purpose of this Request for Information (RFI) is to collect Market Research Information and Industry expertise for the purpose of gathering market research which may or may not be used to develop a Performance Work Statement (PWS). The Government considers information on market capabilities, common industry standards, commercial terms and conditions, pricing, possible suppliers, and sources to be helpful. All feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. This notice is issued solely for market research and planning purposes and does not constitute a request for proposal, request for quote, or invitation to bid, nor does its issuance in any way restrict the Government to its ultimate acquisition approach. No award will be made from this RFI, and the government will not pay for any effort expended in responding to this notice. RESPONSES: Contractors are encouraged to submit information for the questions that follow. This RFI is prepared for planning purposes only and is not restricted to small business. The Montana Army National Guard is seeking information and vendors for an upcoming requirement using social media platforms for advertising as well as increasing boosts for social media advertising. Please address the questions below and provide input on the draft Performance Work Statement. Are there special licenses or qualifications vendors must have in order to perform this type of work? How does the commercial market provide pricing when asked for a quote for social media advertising and boosts? What is the pricing structure?
