This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Montana Army National Guard has a requirement for lodging rooms to support the RC23 Exercise in Helena, Montana from 05-19 August 2023. The requirement is for ninety (90) single-occupancy rooms from 05-19 August, with an additional five (5) single-occupancy rooms from 11-19 August. Due to the number of rooms required, the MTARNG will consider quotes from multiple hotels/vendors. The Montana Army National Guard intends to award a Firm-Fixed Price Purchase Order utilizing Simplified Acquisition Procedures in accordance with FAR Part 13 and Policies in accordance with FAR Part 12, Acquisitions of Commercial Items. The associated North American Industrial Classification Systems (NAICS) code for this requirement is 721110, “Hotels (Except Casino Hotels),” with a size standard of $40M. All potential offerors are reminded that compliance with FAR 52.204-7, System for Award Management (SAM), is mandatory. Lack of registration in SAM will make an offeror ineligible for award. Registration for SAM can be completed at https://www.sam.gov. All potential offerors are hereby notified that the clause at FAR 52.204-27, Prohibition on a ByteDance Covered Application, applies to this solicitation. (A) The solicitation number is W9124V23Q0023 and is issued as a Request for Quotation (RFQ). (B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, effective June 2, 2023. (C) This acquisition is issued as 100% Total Set Aside. (D) Description/Statement of Work/Specification: See attached for Statement of Work (SOW). (E) FAR Provision 52.212-1, Instructions to Offerors-Commercial (JAN 2017), applies to this acquisition. (F) Evaluation: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Price (ii) Location in relation to multiple restaurants within walking distance of the hotel (iii) Location in relation to grocery stores within walking distance of the hotel (iv) Location in relation to I-15, being on the same side of the interstate as grocery stores and restaurants Technical and past performance, when combined, are approximately equal to cost or price. (G) Offers are due July 6, 2023 at 10:00 MT.
