The USPFO for Montana intends to issue an Invitation for Bid, under FAR Part 14 procedures, to award a single firm fixed-price contract for non-personal services, to provide all plant, labor, transportation, materials, tools, equipment, and supervision necessary for the Construction of a C-130 Aircraft Apron in Great Falls, MT (Cascade County). The project will include construction of a new 27,000 square yard concrete apron, new connecting taxiways, storm drainage improvements, deicing fluid containment pond, and lighting/electrical improvements around the apron. The contract duration is 180 days following notice to proceed. The project is 100% set aside for small business concerns under NAICS 237310, with a size standard of $36.5 million. The estimated magnitude per FAR 36.204 is between $5,000,000 and $10,000,000. Your attention is called to FAR clause 52.219-14(e)(3) (Deviation 2019-00003) which states "General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded". The tentative date for issuing the solicitation is on-or-about 8 July 2019. The tentative date for the pre-bid conference and site visit is on-or-about 23 July 2019, time/location to be announced in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. The bid opening is tentatively scheduled to be the week of August 12th with an exact date, time and location to be included in the solicitation. Note: all final dates/times/locations will be published in the solicitation. Interested bidders must be registered in the System for Award Management (SAM) at sam.gov. You will need your DUNS number in order to register and instruction are located on the site. The solicitation and all associated information along with the plans and specifications will be available only from the Federal Business Opportunities (FedBizOps) website at fbo.gov. FedBizOps is a web-based dissemination tool designed to safeguard acquisition related information for all Federal Agencies. Interested bidders must register with FedBizOps in order to access the full solicitation package (when posted). The FedBizOps site under "Getting Started" contains the most up to date information on registration instructions and obtaining a Marketing Partner Identification Number (MPIN) which will be required to obtain the plans and specs in the controlled access location when posted with the solicitation. This registration process can take 15 business days or longer so plan accordingly.
