The Mission and Installation Contracting Command (MICC), Yuma Proving Ground (YPG), Arizona, intends to award a firm-fixed price contract on a sole source basis with Laser Techniques Company, LLC. located at 11431 Willows Road NE Suite 100, Redmond, WA 98052. This requirement is for the following description: upgrade Ultra High Resolution (UHR) 155mm LBIS software system and a new add-on 155mm Linear Variable Differential Transformer (LDVT) Cannon tube chamber measurement gauging kit. This 155mm LDVT cannon tube chamber kit is a mechanical gauging kit that is designed to operate with the existing BEMIS-LC 155 UHR bore erosion measurement inspection system located at Yuma Army Proving Ground. The gauge kit is intended to provide highly accurate, local measurements of 155 mm gun tube chambers up to 60 inches length; Unit of Issue: Job, Quantity: 1. Award of this requirement will be in accordance with Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items FAC 2021-06, effective 12 Jul 2021. The North American Industry Classification system (NAICS) Code is 334519 with a standard size of 500 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. LTC Laser Techniques holds proprietary data rights to the hardware and software of the YPG’s existing systems, is the sole supplier of replacement parts, possesses certified and trained personnel to perform maintenance and owns the tools to perform proper calibrations. This new acquisition must be form, fit, function, and software compatible and interact with existing LTC laser based inspection systems located at USAYPG. If this new acquisition was acquired from any other source, USAYPG would be forced to procure a new full turn-keyed cannon tube inspection system, which would result in a waste of over a thousand dollars in investment, plus loss of the existing capability of current equipment. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
