The Mission and Installation Contracting Command (MICC), Yuma Proving Ground (YPG), Arizona, intends to award a firm-fixed price contract on a sole source basis with United States Department of the Army Doing Business As: Family Morale Welfare and Recreation (MWR) Program located at 301 C. Street MWR Building 300, Yuma, AZ 85365-9498. The United States Army Yuma Proving Ground (USAYPG) has a requirement to provide meals consisting of Pre Meal (breakfast) During Meal (lunch) and Post Meal (dinner) for United States Army Special Operations Command (USASOC) Military Free Fall School (MFFS). This requirement must be accomplished through a sole source basis. All meals will adhere as closely as possible to Thor3 ingredients, preparation techniques and menu selections in accordance with ARSOF POL 7-18 "Performance Based Menu Standards". AR 215-1 Chapter 12-2 states, "Morale, Welfare, and Recreation (MWR) programs are the primary provider of prepared foods, beverages, and entertainment in membership clubs, non-membership food, beverage, and entertainment programs, and snack bars incidental to MWR operations." Per AR 215-1 Chapter 12-2, MWR is the primary provider to sell food on USAYPG and it is the only provider there are no other establishments located on the installation. In accordance with AR 40-657, all food establishments and distributors are subject to sanitation approval and surveillance as deemed necessary by Army Public Health Center (APHC). Purchasing activities of the Armed Forces will buy foods only from Worldwide Directory listed or locally approved establishments. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. In response to this sources sought, please provide: 1.
