Combined Synopsis Solicitation - Bowling Alley Maintenance Response Date: 5 September 2019 at 11:00 AM MST Solicitation No: W9124R19Q0007 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, streamlined solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This requirement is a commercial item acquisition in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. Request for Quotes (RFQ) are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-05, Effective 13 August 2019 and Defense Federal Regulation Supplement (DFARS), current to DPN 20190809 (Effective 09 August 2018) Edition. Offerors that fail to furnish required representation or technical information as required by Federal Acquisition Regulation provisions 52.212-1 or reject the terms and conditions of this solicitation shall be excluded from consideration. It is the responsibility of the contractor to be familiar with the applicable provisions and clauses which can be accessed in full text at www.farsite.hill.af.mil. The following factors shall be used to evaluate offers: Technical Acceptability and Price. Additional information can be found within the clause. This solicitation is being issued as a Request for Quotations (RFQ) under Solicitation Number W9124R19Q0007 which will result in a single-award hybrid, firm Fixed Price/Time & Materials contract. This action is being solicited unrestricted. The North American Industry Classification System (NAICS) code NAICS Code 713950 - "Bowling Centers," with a size standard of $7.5 Million Dollars. Quotes will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis and tradeoffs are not permitted. Award will be made on an all or none basis. An offeror must quote on all items in this solicitation to be eligible for award. The United States Army Yuma Proving Ground (USAYPG), Yuma, Arizona is requesting quotes for the Operation maintenance and repairs of the bowling lanes for a base year with three (3) one (1) year options as follows: Contract Line Item Number (CLIN) 0001, Quantity: 12, Unit of Issue: Each, Description Maintenance and repair of bowling equipment. The U.S. Government desires to procure a maintenance and repair contract on a small business set-aside basis for the bowling alley located at the United States Army Yuma Proving Ground (USAYPG) with a one year base period and 4 one-year options, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. The anticipated NAICS code is 713950 -"Bowling Centers" with a size standard of $7.5 Million dollars. A need is anticipated for preventative maintenance and emergency repairs of the bowling alley equipment which is located at the United States Army Yuma Proving Ground (USAYPG). The requirement consist of stripping and oiling lanes, lubrication of mechanical systems, cleaning and maintaining all moving parts associated with the functions of the pinsetters to include repairs, clean ball returns, gutter and cap dusting, scoring system resets and other maintenance as required. The USAYPG bowling center has 6 lanes and will be a part time contract. Attached are the draft Performance Work Statement (PWS), Performance Requirements Summary (PRS), Technical Exhibits, and Workload Data. In response to this sources sought, please provide: 1. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solution solutions.
