This is a DRAFT REQUEST FOR PROPOSAL notice, please do not send a proposal in response to this posting. This is not a request for either a quote, proposal, or an invitation for bid. The U.S. Army Mission and Installation Contracting Command – Yuma Proving Ground (MICC-YPG) on behalf of Army Test and Evaluation Command (ATEC) has an upcoming requirement for Tropic Test Support Services. The requirement is a non-personal services contract to provide support for the Tropic Regions Test Center (TRTC) on a wide variety of military electronic systems, materials, weapons, and equipment of all conceivable types, sizes, configurations, and uses throughout Panama and Suriname. The requirement is to plan and conduct environmental tests unique to the tropic regions. Services include test planning, coordination, execution, data collection, data analysis, and test cost estimating. The intent of this pre-solicitation notice is to notify potential offerors of a Cost Plus Fixed Fee (CPFF) type contract with a period of performance of: (1) 3-month Phase-In Period (1) 9-month Base Period (4) 12-month Option Periods Procurement Method: FAR Part 15 Contracting by Negotiation utilizing Best Value Tradeoff. The NAICS for this procurement is 541330 Engineering Services with a Size Standard of $25.5 Million. The minimum guarantee will be the Base Period and the maximum value of the contract will be the total value of all the Contract Line Items in the award. The award will be to a single source. Based on Market Research, there is a reasonable expectation that offers will be received from at least two responsible businesses. Based on this information, the subject solicitation will be issued as a competitive action on a Full and Open basis. Offerors will be able to view and/or download the solicitation and attachments at https://sam.gov when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of posting of any amendments to the solicitation will only be made on the SAM.gov website. It is the sole responsibility of the Offeror to continually view the website for any amendments issued to the solicitation. The solicitation will be issued on or about May 20, 2024. Proposals will be due at least 30 days from the post of the solicitation. As a reminder, anything within this posting or in the draft documents is subject to change. Feedback in response to the draft RFP shall be submitted by email using the subject line “TTSS Draft RFP Feedback”. Each subject shall reference the specific RFP Section in questions or comments.
