The United States Army Mission and Installation Contracting Command - Yuma Proving Ground (MICC-YPG), U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona, intends to award a Firm-Fixed Price (FFP) contract on a sole source basis with Motorola Solutions, Inc., U.S. Federal Market Specialization, 809 Pinnacle Dr Ste G, Linthicum Heights, MD, 21090-2535. USAYPG is currently operating a Motorola Land Mobile Radio (LMR) network system that was manufactured by Motorola, Inc. This requirement is to provide maintenance of the system to ensure that the system remains secure, operational, expandable, and up-to-date, through a series of software patches, hardware refresh, advanced parts replacement, and technical assistance. Motorola partners with small businesses to sell its products and authorized service providers to perform maintenance and system support however the requested service for the LMR system can only be performed by Motorola Solutions, Inc. due to the aging LMR system currently in use at USYPG as Motorola is the Original Equipment Manufacturer (OEM) and only the OEM can provide network management tools that are capable of responding to operational failures in real-time and address the challenges of supporting an aging proprietary P25 digital system. Analysis determined that no other manufacturer's product could support our operational requirements to ensure the network configuration is in full compliance with information assurance requirements IAW DoDI 8500. The North American Industry Classification System (NAICS) code 811213 "Communication Equipment Repair and Maintenance," with a size standard of $11,000,000.00 was selected for the subject acquisition, as it relates to this requirement. Award for this requirement will be accordance with Federal Acquisition Regulation (FAR) Part 13. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested person may identify their interest and capability to respond to the requirement or submit proposals. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed item. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
