In accordance with FAR 6.302-1 determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive Quotes. However, all interested parties may identify their interest and capability to respond to this requirement. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. ACC-RSA will not be responsible for any costs incurred by interested parties in responding to this notice. The Combat Capabilities Development Command (DEVCOM) Aviation and Missile Center (AvMC), Redstone Arsenal, Alabama, has a sole source requirement for a VxWorks Annual Support and Maintenance for the Technology Development Directorate (TDD). This is a Sole Source with USI Electronics in accordance with FAR 6.302-1). USI Electronics (AVNET, INC.) is the only source capable VxWorks Annual Support and Maintenance- QNX, blackberry.qnx.com, does not support Ada development on PowerPC platforms like the one being targeted on this program. Real-Time Executive for Multiprocessor Systems (RTEMS), www.rtems.org, also does not support Ada development on PowerPC platforms. Additionally, none of these alternate Real Time Operating System (RTOS) options has a Board Support Package (BSP) that would support the embedded computing platform being used by this program, such a BSP would be required to perform software development Different software would require massive time and money outlay to change everything over from existing VxWorks software. This requirement is for maintenance and support of software already purchased by the Government, to acquire new software would be cost prohibitive. No other software fits the form, fit or function to meet the Government needs. Using other software and any deviation could result in sever impact to the operating systems. A different software could potentially create cybersecurity issues. Wind River VxWorks is the existing software. No solicitation documents exist at this time. This item utilizes North American Industry Classification System (NAICS) code of 513210. IAW FAR 5.207(c)(16)(ii) All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by agency. This notice of intent is not a request for competitive quotes; however, the Government will consider any responses from capable sources received within 7 days after date of publication of this synopsis.
