THIS IS A SOLE SOURCE SYNOPSIS! The Combat Capabilities Development Command (DEVCOM) Aviation and Missile Center (AvMC) Systems Readiness Directorate (SRD), Redstone Arsenal, Alabama, has a sole source requirement for a Integrated Flight Control and Handling Qualities Analysis Software Package Software Support Renewal for the Systems Readiness Directorate. This is a Sole Source with San Jose State University Research Foundation. IAW FAR 13.501(a)(2)(i). IAW FAR 5.207(c)(15), San Jose State University Research Foundation is the only source capable of fulfilling the Government's requirement of the Integrated Flight Control and Handling Qualities Analysis Software Package renewal. The Integrated Flight Control and Handling Qualities Analysis Software Package is unique in that it was developed and continues to be maintained through a joint partnership between the Government and the scientific research community. There is no other product set like it that provides the critical capabilities that it provides so software replacement is not an option. This software is critical to supporting the Army modernization effort as it relates to the Future Vertical Lift (FVL) program. No solicitation documents exist at this time. This item utilizes North American Industry Classification System (NAICS) code of 511210 (use NAICS code on MRR). IAW FAR 5.207(c)(16)(ii) All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive quotes; however, the Government will consider any responses from capable sources received within 7 days after date of publication of this synopsis. Phone calls will not be accepted. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
