The purpose of this Amendment 0001 to Request for Proposal (RFP) W9124P-21-R-0011 is to provide instructions to offerors as follows: (1) Name and address of Issuing Activity: PEO Missiles and Space HQ, Bldg 5308, RM 8214, Redstone Arsenal, AL 35898-5000. The place of performance for this requirement is Tobyhanna, PA. (2) Solicitation number and date: W9124P-21-R-0011, July 22, 2021 (3) Amendment number and date: 0001, August 16, 2021 (4) Number of Pages: 2 (5) Description of the changes being made are as follows: The following answers are provided in response to questions from potential vendors: Question 1: PWS paragraph 3.1.13.2 states: The chamber shall use the existing power infrastructure (208 Volt, 3-phase, 200A, 60 Hertz supply). Even though this could limit the overall temperature performance rates; Will the customer accept a bid with a system that uses 460V-3 Phase 60Hz power? This could save the Government testing time since it will heat and cool at a faster rate than a system using the 208 power and potentially shorten the Testing cycles. Response 1: The customer would like to invite the offeror to include both options in their bid. This will allow us to evaluate the cost/benefit of one approach versus the other. Our main concern is meeting, not necessarily exceeding, the temperature rates and ranges stated in paragraphs 3.2.2 and 3.2.3 of the PWS. Question 2: PWS paragraph 3.1.14.2 states: The consumption rate of the chamber should not exceed a rate of 32 gallons per minute (GPM). Is this rate for all operational scenarios regarding heating and cooling or can the rate increase to 35 or 45 gallons per minute under certain operational conditions? Response 2: The water consumption rate stated was intended to be for all operational scenarios. The offeror is welcome to submit a proposal with equipment that requires a rate of 35 to 45 GPM under certain conditions, but it may negatively impact their evaluation against other offeror's proposals. Question 3: It seems the requirement is going to be testing various liquids and HAZMAT materials. We need Safety Data Sheets on all materials the customer plans to test in this chamber. Please include the auto-ignition data. The chamber will most likely need to be a minimal spark interior. If the fluids and liquids are not flammable or ignitable, that will work as well. Response: The customer does not actually test using HAZMAT materials. They test packaging that is rated/trying to be rated for HAZMAT. Nearly all of their tests are conducted with water, propylene glycol, a combination thereof, or inert solids. The Safety Data Sheet of the propylene glycol is attached. As such, this Sources Sought expires on July 8, 2021 at 4 PM CST. The U.S. Army Contracting Command - Redstone is issuing this sources sought synopsis in accordance with FAR 15.201(e) as a means of PLANNING PURPOSES and MARKET RESEARCH ONLY to identify parties having an interest in and the resources that are capable of providing one (1) Temperature and Humidity Environmental Chamber in accordance with the Performance Work Statement (PWS). The applicable North American Industry Classification System code assigned to this procurement is 333415, Air-conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing. This sources sought shall not be construed as a request for quote (RFQ), or request for proposal (RFP), or as an obligation for commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of the information submitted in response to this sources sought announcement. The Government does not intend to award a contract on the basis of this announcement or otherwise pay for any information submitted by respondents to this request. Should a requirement arise, the full requirement will be detailed in the solicitation, if issued. Submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. All costs associated with responding to this Sources Sought will be solely at the interested parties’ expense. This is a new requirement and all responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency. All offerors must meet prequalification requirements in order to be eligible for award. Requirement Statement: The Government seeks white papers regarding their capabilities, past similar experience and technical approach in support of the procurement of one temperature and humidity Environmental Chamber. The response should include the following: (1) Company information to include: Company name; size of company; cage code; point of contact to include phone number and email address and (2) Experience: Provide a list of recent relevant contracts (same or similar in nature of work, size and complexity to include contract number). Purpose and Limitations: The Government’s intent is to better understand the current capabilities and strategies to determine the best solution. Industry feedback is vitally important and the Government will be receptive to any and all ideas. Proprietary information is neither solicited nor prohibited; however, if submitted, it should be appropriately marked. Please limit formal white paper submissions to no more than 10 pages and must be unclassified. Electronic submissions are strongly encouraged. All items must be in Microsoft Office 2003 or later format or Adobe PDF format. Not responding to this sources sought does not preclude participation in any future RFQ or RFP, if any is issued. If a solicitation is released, it will be synopsized on the SAM.gov website.
