The Contractor shall analyze, review, and provide impact assessments of DoD and Army medical operations and policies affecting the HQAMC missions and functions and the medical operations and policies of AMC subordinate elements. The Contractor shall provide personnel with the capability to understand, interpret and communicate medical policy from the DoD strategic level to the tactical level. The contractor shall support all aspects of logistics, maintenance and asset management, program management, technical and administrative requirement for Materiel Integration and analyze, review, and provide impact assessments of DoD and Army operations and policies affecting the HQAMC missions and functions. The overall support will provide Logistics and sustainment support through the development of new processes and requirements as worldwide training exercises ramp up in a COVID-19 environment and the management of a stressed supply chain that balances recurring Army mission requirements with the new requirements for PPE and medical supplies to meet the ongoing and future demands. The Contractor shall assist in the development of AMC policies, operational plans and provide assessments of their execution. The contract shall support plans and directs activities for the inventory management of all Classes for supplies to include Class VIII, understand production, acquisition, receipt, storage, issue and distribution of medical equipment, repair parts, and supplies, understands medical property management and accountability procedures and be familiar with Defense Medical Logistics-Enterprise Solution suite of applications. In addition, the contractor shall analyze the synchronization, distribution and redistribution of all accountable Army materiel documented on MTOE and TDA documents in accordance with Army priorities and directives. The contractor shall, in coordination with the government technical lead, develop, revise, and update briefings, white papers and necessary staff actions to gain approval from the leadership. Contractor shall be able to draft and write Department of the Army level documents, e.g., DA Pamphlets, Regulations and Manuals. The contractor shall in coordination with the government technical lead, facilitate stakeholder meetings with the broader Army community for the purpose of eliciting, validating, and obtaining buy in of alternative solutions. The contractor shall accounts for all materiel and have the ability to maintain formal accounting records using automated processes and procedures. The contractor shall assist with process and procedural reviews, define logistics system requirements, and evaluate logistics pipelines for effectiveness across the enterprise. The contractor shall also perform inventory assessment, maintenance workload planning, and responds to program action items. The contractor shall participates in logistics forums and provides facilitation services between government departments, agencies, and industry.
