This is a combined synopsis/solicitation for a sole source purchase of the Product Lifecycle Management (PLM). This has been prepared pursuant to subpart 12.6 as supplemented with additional information included in this notice. This constitutes the only solicitation, proposal being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-09. This RFQ is issued on a sole source basis to New Vision Engineering Solutions, Inc. under the authority of 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.
