Both documents can be found in the attachement sections STATEMENT OF WORK GENERAL Maintain and Repair Roofs (IDIQ) 1. DESCRIPTION OF WORK: 1.1 Work to be Done: The work covered by this contract consists of furnishing all plant, labor, materials and performing all operations required in connection with Maintain and Repair Roofs (IDIQ), Fort Stewart and Hunter Army Airfield, GA, complete in strict accordance with specifications, subject to the terms and conditions of the contract. The work includes, but is not necessarily restricted to, the following items: 1.1.1 Provide and install gypsum decking. 1.1.2 Provide and install steel decking. 1.1.3 Provide and install rough carpentry. 1.1.4 Provide and install finish carpentry. 1.1.5 Provide and install roof insulation. 1.1.6 Provide and install strip shingles. 1.1.7 Provide and install built-up roofing. 1.1.8 Provide and install elastomeric roofing (EPDM). 1.1.9 Provide and install modified bitumen roofing. 1.1.10 Provide and install thermoplastic membrane roofing (TPO). 1.1.11 Provide and install polyvinyl chloride (PVC) roofing 1.1.11 Provide and install metal reroofing framing system 1.1.12 Provide and install structural standing seam metal roof 1.1.13 Provide and install sheet metal work. 1.1.14 Provide and install caulking and sealant. 1.1.15 Provide and install gypsum wall board. 1.1.16 Provide and install acoustical ceiling panels. 1.1.17 Provide and install paint. 1.1.18 Provide removal of asbestos roofing. 1.1.19 Provide and install PVC piping. 1.1.20 Provide and install lightning protection systems. 1.1.21 All demolition includes hauling and disposal of material. Disposal will be off the government installation. 1.1.22 Contractor shall inform the COR in writing 10 days before work is to begin. 1.1.23 Contractor shall submit a safety plan to the COR for approval prior to beginning work. 1.2 WORK BY OTHERS: The Contractor shall afford the Government and separate contractors reasonable opportunity for the introduction and storage of their materials and equipment and the execution of their work, and shall connect and coordinate his work with theirs as required by the Contract Documents. 1.3 DRAWINGS AND SITE VISITS: The drawings indicate the extent of the general location and arrangement of existing conditions. It is strongly recommended that the Contractor visit the site to determine the complexity of the work and the amount of material required to perform this project. Field measurements may be necessary to determine the size and quantity of materials. Conditions which are obvious/visible or which should be reasonably anticipated by the Contractor on inspection will not be considered under the Differing Site Conditions provision of the contract. 1.4 ENVIRONMENTAL REQUIREMENTS 1.4.1 Contractor shall comply with “Attachment A - Environmental Requirements” for the following items: Recycling, Salvage and Disposal of Materials Fort Stewart and Hunter Army Airfield Toxic Substances Control Act (TSCA) Requirements Painting Operations Cultural Resource Management (CRM) 2. CONSTRUCTION CONSTRAINTS 2.1. Time of Performance 2.1.1 Access to Buildings – All work requiring access to building interiors excluding attics, crawl spaces, etc. and all other work shall be performed between 7:30 a.m. and 4:00 p.m. excluding official holidays, unless otherwise indicated or approved by the Contracting Officer. Requests to work during other than these normal hours shall be made in writing at least 36 hours in advance. For example, a request to work on a Saturday should be made no later than noon on Thursday. 2.1.2 Work Requiring Outages – Work requiring outages of utilities or building systems will be accomplished in accordance with prior approved schedules. 2.2 Outages – The contractor’s work requiring outages of utility or building systems will require 15 day advance notice and will be subject to the approval of the Contracting Officer. Notice shall include type of outage, date, and time outage will commence and estimated duration of outage. 2.3 Continuity – All tools, labor, and materials required to complete any item of work within a given work area or requiring an outage of any building utility or system, shall be available at the site prior to commencement thereof. Once work has commenced on an item of work said work shall be continuously and diligently performed to completion and acceptance. 2.4 Road and/or Railroad Closures – Road and/or railroad closures will require a 15-day advance written notice and be subject to the Contracting Officer’s approval. Notice shall state reason for closure, date and time closure will commence and estimated duration of closure. A sketch shall be provided showing location of closure area and placement of barricades and signs. Closures shall be limited to a maximum of 5 calendar days. 2.5 Entry – Entry to all areas, except the cantonment area, shall be coordinated with Range Control, Building 8302 (intersection of Highway 144 and Fort Stewart Road 47) and the Provost Marshal’s Office. 2.6 Fire Zone – The contractor is required to provide 72-hour notice to the Contracting Officer prior to the final programming of the fire zone information at the main fire station. 2.7 Foreign Object Debris (FOD) – The Contractor shall take special precautions to contain Foreign Object Debris (FOD) in and around any runways, taxi ways and aprons. 2.8 Operational Safety on the Airfield During Construction: The Contractor shall perform all contracted work within the controlled zones of the base or the airfield. Coordinate access to or through the base with the COR or authorized representative. Coordinate access to or through the radio controlled zone of the airfield with Airfield Operations. When within the radio controlled zone of the airfield, the Contractor shall maintain continuous verbal and visual contact with the control tower. The Contractor shall verbally inform the control tower and Airfield Operations when the work has been completed and all equipment, personnel, and materials have been removed from the airfield. 2.9 Roof Height – The Contractor shall perform all work to be done at the costs established in the contract line item schedule for roofs up to and including 30’ from the ground. For roofs greater than 30’ from the ground, the Contractor may petition the Government for costs associated with accessing these roofs. 2.10 Wind loads – The contractor shall determine wind uplift pressures and dimensions of the corners, perimeter, and field of the roof in accordance with UFC 3-110-03 para. 1-8.2, latest revision. 3. CONSTRUCTION ACTIVITIES: 3.1 As the need arises for performance under terms of this contract, the Contracting Officer will notify the Contractor, in writing, of an existing requirement. 3.2 Upon receipt of this notification, the contractor shall respond within 2 (two) working days as follows: 3.2.1 Visit the proposed work site with the Contracting Officer or his/her representative. During this visit the contractor shall be given the requirements of the contract. 3.2.2 Establishing verbal contact with the Contracting Officer or his/her representative to further define the scope of the requirements. The contractor shall, while on site, take all measurements and make written notes as to the instructions and verbal information given during the initial site visit. The contractor shall be responsible for providing all measuring equipment needed to verify existing conditions. 3.3 Time for submittal of the contractor’s proposal for individual requirements will be agreed upon by the government and the contractor based on urgency of the requirements, as defined or established during initial planning. In the absence of an agreement, the proposal shall be submitted within seven days after initial visit. 3.4 The contractor’s proposal shall be supported by necessary documentation to indicate that adequate engineering and planning to accomplish the requirements has been accomplished. 3.5 Upon receipt of the Contractor’s proposal, the government will review the proposal for completeness. In the event the proposal requires negotiations, the contractor shall submit a revised proposal based on the negotiations within 2 (two) working days. 3.6 The contractor shall provide and maintain an effective quality control program that complies with the contract clause entitled "Inspection of Construction" (FAR 52.246-12), the below stated quality control requirements and the quality control requirements stated in the respective section of the specifications. 3.6.1 The contractor shall establish a quality control system to perform sufficient inspection and testing of all items of work, including that of his subcontractors. The quality control system shall ensure conformance with applicable specifications and drawings with respect to materials, workmanship, construction, finish, functional performance, and identification. The quality control system shall be established for all construction except where the technical provisions of the contract provide for specific Government control by inspections, tests, or other means. The contractor's control system shall specifically include the surveillance and tests required in the technical provisions of the contract specifications. Quality control personnel shall also be charged with the responsibility of policing Contractor's Safety Program. This duty shall be clearly set forth in the quality control program. 3.6.2 The contractor's quality control system is the means by which he assures himself that his construction complies with the requirements of the contract plans and specifications. The controls shall be adequate to cover all construction operations, including both on site and off site fabrication and shall be keyed to the proposed construction sequence and shall include as a minimum at least three phases of inspection for all definable items or segments of work as follows: 3.6.2.1 Preparatory Inspection. To be performed prior to beginning any work on any definable segment, to include a review of contract requirements; a check to assure that all materials and/or equipment have been tested, submitted, and approved; a check to assure that provisions have been made to provide required control testing: examination of the work area to ascertain that all preliminary work has been completed; a physical examination of materials and equipment to assure that they conform to approved shop drawings or submittal data and that all materials and/or equipment are on hand. The contracting officer shall be notified at least 48 hours in advance of the preparatory inspection and such inspection shall be made a matter of record in the contractor's quality control documentation as required by subparagraph 3.6.3 below. 3.6.2.2 Initial Inspection. To be performed as soon as a representative segment of the particular item of work has been accomplished and to include: examination of the quality of workmanship, a review of control testing for omissions, and dimensional requirements. 3.6.2.3 Follow Up Inspection. To be performed daily or as frequently as necessary to assure continuing compliance with contract requirements, including control testing, until completion of the particular segment of work. 3.6.3 The contractor shall maintain current records of all inspections and tests performed on an appropriate approved format. These records shall provide factual evidence that the required inspection or tests have been performed, including type and number of inspection or tests involved: results of inspections or tests; nature of defects, causes for rejection, etc.; proposed remedial action: and corrective actions taken. The contractor shall not build up or conceal any feature of the work containing uncorrected defects, and payment on deficient items will be withheld until they are satisfactorily corrected or other action has been taken as authorized pursuant to the Contract Clause entitled "Inspection of Construction". These records must cover both conforming and defective items and must include a statement that all supplies and materials incorporated in the work are in full compliance with the terms of the contract. Legible copies of these records must be furnished through the COR, to the Contracting Officer daily. Records shall be verified by the Prime Contractor's designated representative daily. 3.6.4 The contractor's job supervisory staff may be used for quality control, supplemented, as necessary by special technicians, or testing facilities, to perform all specified tests, balancing, adjusting and/or regulating mechanical and electrical devices, equipment and/or systems. As an option, by an industry recognized testing laboratory approved by the Contracting Officer. 3.6.5 The contractor shall furnish to the Contracting Officer for approval as soon as practicable, and in no event later than 7 days after receipt of the Notice to Proceed, an original and 4 copies of a quality control plan which shall include the personnel, procedures, instructions, and records to be used. This document shall include as a minimum: 3.6.5.1 The quality control organization. 3.6.5.2 Qualifications of personnel to be used for this purpose. 3.6.5.3 Authority and specific areas of responsibilities of each of the quality control personnel. 3.6.5.4 Methods of performing quality control inspections including that for his subcontractor's work. This requires a statement concerning quality control measures to be used in work described in each technical section of the specifications. 3.6.5.5 Designation how testing shall be performed by an industry recognized testing laboratory. The following information shall be a part of the quality control plan. 3.6.5.5.1 Name and qualifications of each employee designated for the performance of specific types of tests. A list of the control tests which the Contractor understands that he is to perform, not only by name, but also by numerical designation, together with a statement to the effect that the laboratory has a copy of each such procedures, and has facilities and serviceable testing equipment to perform these tests. 3.6.5.5.2 The Contractor's understanding of the procedures to follow if the test result indicate lack of compliance with the specification requirements. 3.6.5.6 A copy of a letter of direction to the Contractor's representative responsible for quality control, outlining his duties and responsibilities, and signed by a responsible officer of the firm. 3.6.6 Before construction operations are commenced, the Contractor shall meet with the Contracting Officer and discuss his quality control plan. The meeting shall develop mutual understanding relative to details of the system, including the forms to be used for recording the quality control operations, inspections, administration of the system, and the interrelationship of Contractor and Government Inspection. 3.6.7 No construction and/or off site fabrication shall be started until the Contractor's quality control plan is approved by the Contracting Officer. Construction of any feature of the work will only be permitted after approval of the quality control plan, or at least approval of that portion of the plan applicable to the specific feature of the work. As a rule, except for the start of the construction period, quality control of test techniques should be approved by the Contracting Officer prior to the application. No payment estimate will be processed by the Contracting Officer. The Contractor shall notify the Contracting Officer in writing of any proposed changes to this inspection system; no such change shall be implemented prior to approval in writing by the Contracting Officer. 3.6.8 If recurring deficiencies in an item indicate that the quality control system is not adequate, such corrective actions shall be taken as directed by the Contracting Officer. 3.6.9 In the event the Contractor utilizes the service of a commercial testing laboratory, the Contracting Officer reserves the right to check laboratory equipment for compliance with the standards set forth in the contract specifications and to check the laboratory technician's testing procedures and techniques. 3.6.10 The Contracting Officer reserves the right to utilize the Contractor's control testing laboratory and equipment to make spot tests and to check the Contractor's testing procedures, techniques, etc. 3.7 SUBMITTALS: The following shall be submitted to the Contracting officer for approval at the preconstruction meeting. 3.7.1 Certificate of Compliance. The contractor shall furnish in triplicate, any manufacturer's certificates required for demonstrating proof of compliance of materials with technical specification requirements in this contract. Each certificate shall be signed by an authorized officer of the manufacturing company and shall contain the name and address of the contractor, the project name and location and the quantity and dates of shipment or delivery to which the certificates apply. Copies of laboratory test reports submitted with certificates shall contain the name and address of the testing laboratory and the date of the tests to which the report applies. Certification shall not be construed as relieving the contractor from furnishing satisfactory material, if after tests are performed on selected samples, the material is found not to meet the specific requirements. 3.7.2 Samples. The Contractor shall furnish samples of materials for approval, demonstrating proof of compliance of materials pertaining to the applicable sections of the technical specification requirements. 3.7.3 Descriptive Data. The Contractor shall furnish the manufacturer's descriptive data, installation, and maintenance instructions, for approval, as required by the applicable sections of the technical specifications. 3.7.4 Test Reports. The Contractor shall furnish copies of test reports, for approval, as required by the applicable sections of the technical specifications. 3.7.5 Shop Drawings. The Contractor shall furnish shop drawings for approval, and shall consist of illustrations, schedules, performance charts, instructions, brochures, diagrams, drawings, and other information to illustrate and/or demonstrate compliance to the applicable sections of the technical specifications. 3.8 COMPLETION TIME FOR DELIVERY ORDERS: 3.8.1 A completion time indicated by “days” in the bidding schedule shall be expressed in calendar days in a Delivery Order. For the purpose of computing the completion time, five (5) calendar days shall be allowed for the contractor to receive the Delivery Order by mail. If the Delivery Order is hand delivered, the five (5) days mailing time shall not be allowed. 3.8.2 The time for completion of each item of work is established in the bidding schedule, subject to any limitations contained in the specifications (e.g., curing duration). The time for completion of the various bid schedule items included within a single Delivery Order are cumulative for that Delivery Order. In the event that the cumulative work days in an individual Delivery Order exceed 45 days, the time for completion of the subject work shall be negotiated to ensure that the work is accomplished expeditiously. An additional 10 days will be allowed to mobilize equipment and obtain the necessary materials. Submittals for a particular Contract Line Item Number (CLIN) shall be performed when the initial order for that particular CLIN is placed. The Contractor shall transmit required submittals within 10 calendar days following receipt of the delivery orders. The Government will respond by the tenth calendar day following receipt of the submittals by the Contracting Officer. Time for completion of a single Delivery Order – from Contractor’s receipt of delivery order, 20 calendar days (maximum) to obtain approval of all submittals (if required), 10 calendar days to mobilize and obtain materials, and the cumulative work days of the CLINs contained in the delivery order. 3.9 ISSUANCE OF DELIVERY ORDERS: The Contracting Officer, Fort Stewart Directorate of Contracting, shall order work to be performed under this contract by issuance of delivery orders as set forth in the FAR Ordering Clause No. 52.216-18. The Government shall ascertain the quantities of the various unit-priced bid items to perform all operations required for a particular work using the unit of measure in the bidding schedule. 3.10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK: 3.10.1 The Contractor shall commence work on a delivery order within five (5) work days after receipt of the delivery order. 3.10.2 The Contractor shall prosecute said work diligently and shall complete all work ready for use not later than the time calculated per COMPLETION TIME FOR DELIVERY ORDERS. The time stated for completion shall include final clean up of the work area. 3.11 PERIOD OF PERFORMANCE. The period of performance which will be commensurate with work being ordered will be stated on individual delivery orders. 3.12 DELIVERY ORDER LIMITATION (OCT 1995) (FAR 52.216 19). MINIMUM ORDER. When the Government requires supplies or services covered by this contract in an amount of less than $3,000.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract. 3.13 ACCEPTANCE OF WORK: After completion of work, the contractor shall notify the COR and a site inspection shall be made by a representative of the Contractor and the COR. All work, notification of completion, inspection and correction of deficiencies shall be accomplished within the time frame specified for completion of work. 4. FACTORS AFFECTING PERFORMANCE UNDER THIS CONTRACT: 4.1 The Contractor shall coordinate use of the site for access, staging, and parking with the COR. 4.2 Contractor shall be responsible for limiting access of his employees and subcontractors to the area of work defined in the Contract. Contractor shall not have access to restrooms and amenities such as vending machines unless granted permission by the Contracting Officer. 4.3 Contractor shall maintain haul routes to and from the job sites. 4.4 FS/HAAF has a mandatory recycling program. Unless otherwise specified, the Government retains all salvage rights. Contractors shall recycle construction & demolition debris as required by the Installation's recycling clause, 52.000-4061: RECYCLING, SALVAGE, AND DISPOSAL OF MATERIALS FORT STEWART AND HUNTER ARMY AIRFIELD. Concrete and asphalt material shall be hauled and disposed of off of government property. The contractor shall provide weight tickets of the disposed materials to the COR. Recycle materials will be broken down when delivered to the Recycling Center (to include metal equipment). Scrap metal will be cut down to no larger than 4 square feet in size. 4.4.1 REQUIRED SUBMITTAL ITEM: The Contractor shall (a) submit copies of all disposal weight/landfill scale tickets to the COR as described in the above referenced recycling lause for any off-post disposal or approved Contractor-retained salvage items within 10 days of removal; and (b) turn in all recyclables generated during the entire term of the Contract (unless otherwise approved for off-site disposal/salvage). Contractor, through COR, will coordinate with the DPW Environmental Division (912-767-2010 or 767-8880) to arrange for turn-in of recyclable/salvageable materials. 5. AS?BUILT RECORD DRAWINGS: 5.1 The Contractor shall be responsible for maintaining one set of master/record construction drawing prints on the job site on which he shall keep a neat and accurate record of all deviations from the original contract documents as the work progresses. The contractor is responsible for noting all changes and correction on these master/record construction drawing prints promptly as the changes occur in red ink(redline prints) and note date when these changes occurred, but in no case less often than on a weekly basis. The master/record construction drawing prints which are maintained in red ink shall indicate all the changes and modifications incorporated into the work as well as the following: 5.1.1 Actual locations of all subsurface and concealed utility lines, type of materials used, sizes, etc. In order that the location of these lines and appurtenances may be determined in the event the surface openings or indicators become covered or obscured, the master/record construction drawings shall show by offset dimensions to two permanently fixed surface features. Valves, splices boxes and similar appurtenances shall be located by dimensions along the utility run from a reference point. The average depth below the surface of each run shall also be recorded. 5.1.2 Any shop drawings that constitute part of the design shall be included with the record drawings. 5.2 The master/record (redline construction drawings) prints with corrections, such as field changes and contract modifications, shall be certified by the Contractor as to their correctness and submitted to the Contracting Officer’s Representative for approval. Once these provisional master/record (redline construction drawing) prints have been approved by the COR, the COR will request the Contractor to send (upload) the files to him/her via DoD SAFE (https://safe.apps.mil). The Contractor will receive an automated email containing the name and email address of the COR along with instructions for uploading the files. The contractor shall then transfer all corrections from the redline construction drawing prints to the computer generated construction drawings files provided by the DPW Planning and Engineering Division, Building 1141 at Ft. Stewart or Building 1021 at Hunter AAF, as applicable, for upload. Corrections done shall be in MicroStation “.dgn” format. The Contractor shall note on the computer generated construction drawings the words “AS-BUILT” in the revision block with the next revision number to identify any changes made. Also, revision number identification will be placed where any changes were made. The contractor shall then submit the AS-BUILT files of computer generated construction drawings and one (1) AS-BUILT hardcopy with contractor’s redline corrections to the COR to ensure accuracy that all corrections made were transferred from the redline construction drawing prints to the AS-BUILT hardcopy prints. DoD SAFE has a maximum of 25 files or 8 GB limit per transfer. Compressed folders are allowed. Once the COR approves the AS-BUILT hardcopy prints the COR will then turn over to DPW/PED/Drafting section for final approval of the AS-BUILT files of computer generated construction drawings and at this time the Contractor can receive final payment. 6. SECURITY REQUIREMENTS. 6.1 All contractor employees, to include subcontractor employees, requiring access to government installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or the Contracting officer (if a COR has not been designated) within 30 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: https://jkodirect.jten.mil/ The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award. The Contractor and all associated sub-contractor employees shall comply with applicable Installation, facility, and area Commander’s local access and security policies and procedures. If required by this contract, the contractor shall also provide all information for background checks to meet Installation access requirements to be accomplished by Installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or Installation change, the Government may require changes in contractor security matters or processes. 7. WARRANTY Warranty shall begin on the date of the Government’s acceptance of the work. 7.1 Contractor’s Warranty In addition to any material warranties required by the specifications, the Contractor shall provide a performance warranty for all new roofs. New roofs shall be defined as complete replacement roofs for an individual facility. The performance warranty shall be provided by the Contractor and shall warranty the water tightness of the new roof for a period of five (5) years from the date the Government accepts the work that the roofing system as installed is free from defects in workmanship. The performance warranty shall include the cost of materials and labor and shall be provided by the Contractor at no additional cost to the Government. The Contractor shall respond to any water tightness claim within five (5) business days of notification, unless additional time is permitted by the Contracting Officer. Failure to perform repairs within the time specified shall be grounds for having the repairs performed by others and the cost of such repairs billed to the Contractor. END OF SCOPE OF WORK

If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is: 238160, Roofing Contractors with a size standard of $19 Million. A continuing need is anticipated for a Roofing IDIQ which is currently being fulfilled through the current contract number W9124M-20-D-0006. Attached is the draft Statement of Work. In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. Identify bonding capacity for a single project, aggregate amount, and current available bonding. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Identify if the prime contractor will be able to meet the Limitations on Subcontracting in accordance with FAR Clause 52.219-14. 5. Information to help determine if Roofing services is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 6. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 7. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition.
