Amendment 4 (-0004): Quote submissions are now due at 3:00 PM EST today 24FEB2021 and must acknowledge the last amendment number (W9124M21Q2443-0004). *** Quotes MUST contain pricing in accordance with the quantities listed in the line items (CLINs) schedule on page 2 in the combined synopsis/solicitation, to include unit pricing as well as total prices that are calculated from the quantities listed and the quoted unit prices.*** *** Lodging at multiple locations is possible only if the two locations are immediately next to each other, e.g. share a parking lot or only a parking lot separates them.*** *** Shuttle vehicle size doesn’t matter as long as no more than half-capacity is utilized (for COVID-19 exposure mitigation) and the schedule of movements is met (139 people transported in each of the 4 daily waves of movements in the schedule in PWS Part 5).*** *** PWS section 1.3.1 removed; “additional desirable amenities” are not required or to be considered. Though System for Award Management registration is not required for this emergency acquisition, if the quoter has a Commercial and Government Entity (CAGE) code assigned to them by SAM and/or a Data Universal Numbering System (DUNS) number assigned to them by Dun & Bradstreet, please include those in your submission. The evaluation of non-price factors, specifically past performance, has been updated in FAR provision 52.212-2 (definition of “overall acceptability” as it relates to the updated definition of a “neutral” rating in past performance). Combined synopsis/solicitation, PWS and questions/answers are updated and attached. Ensure all information required, including fill-ins in any full-text provisions or clauses, is included. Previous (old) amendments: Amendment 3: CHANGE: All guests must be lodged in the same location/facility; multiple locations to meet the requirement are no longer acceptable. PWS and questions from quoters updated and attached. Amendment 2: The number of persons requiring lunch, dinner, and lodging the night of 26 FEB 2021 and breakfast and lunch on 27 FEB 2021 has changed from 620 to 417. PWS 5.5.2, 5.5.3 updated to clarify transportation requirements more. Questions from potential quoters with answers are attached and incorporated in bold into the PWS throughout. FAR PROVISION 52.204-24 and CLAUSE 52.204-25 HAVE BEEN ADDED; QUOTERS MUST READ THESE ITEMS AND RESPOND IN THEM OR TO THEM AS REQUIRED (FOR EXAMPLE, SECTION D IN 52.204-24). The deadline for questions is delayed until 10:00AM Eastern Standard Time tomorrow, 24 FEB 2021; quotes are now due by 1:00PM Eastern Standard Time on 24 FEB2021. Amendment 1: Lunches now to be provided by the contract everyday. Social distancing of passengers must be maintained on the shuttle buses. The attached PWS and synopsis-solicitation have been updated accordingly (including the quantities on the lunch line items). Please update your proposed meal and transportation plans accordingly. Future amendments will answer questions from potential quoters. The Department of Defense has a requirement for lodging, meals, laundry services and transportation for personnel in Orlando, FL, in accordance with the attached combined synopsis/solicitation and performance work statement. Lodging facilities must be within a 20-minute drive of Valencia College West Campus at 1800 Kirkman Rd., Orlando, FL. Lodging and meals are for 620 people on the day/night of 26-27 February 2021 and then for only 139 people starting on 27 February. They would check out on 27 March 2021 if the option period is not exercised, on 27 April 2021 if the one-month option period is exercised. The Government reserves the right to award without discussions. Quoters must read both attached documents in their entirety and ensure they submit all required information with their quote, including but not limited to their pricing in accordance with the CLINs structure, their plans for providing the required meals and transportation, and any relevant/recent past performance information they wish to submit.
