Contractor shall prepare, produce and publish a weekly Civilian Enterprise (CE) newspaper known as the FORT SILL TRIBUNE for the Fort Sill, Oklahoma Army Post. The subject solicitation will result in a no-cost contract. The requirement for newspaper printing services will be for a period of performance (POP) of on or about 1 January 2020 - 31 December 2020 for the base period, followed by four (4), one-year option periods. The work shall be conducted in accordance with (IAW) the terms and conditions of the resulting contract, performance work statement and commercial practices. This synopsis is for the publication/printing and distribution of a weekly newspaper for the Fort Sill, OK Army Installation. The purpose of this requirement is to carry news, features, supplements, factual information and other information for members of the Fort Sill, Oklahoma Army Post community. The Civilian Enterprise newspaper shall be prepared, published/printed and distributed at no cost to the Government; however, the Contractor will receive all revenue accruing from the sale of advertising carried within the publications. In accordance with DoDI 5120.04, appropriated funds will not be used to pay any part of the commercial publisher's cost incurred in publishing a CE publication. The applicable North American Industry Classification System (NAICS) Code is 511110, and the small business size standard is 1,000 employees. All offerors shall be required to submit a technical proposal in accordance with the instructions in the forthcoming solicitation. Contractors interested in doing business with the Government are required to be registered the System for Award Management (SAM) database at the time of proposal submission. The Government will issue a 100% small business set-aside Request for Proposals (RFP) for this weekly civilian enterprise newspaper. The Government will evaluate proposals in response to this request and award a contract to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government. The entire solicitation package will be made available on the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov. Requests for copies of the solicitation package by any other means will not be honored. Potential offerors are responsible for monitoring the FedBizOpps website for the release of the solicitation package and/or subsequent solicitation amendments. The closing date for submission of offers will be listed in the official solicitation. All responsible sources may submit a response which, if timely received, will be considered. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the SAM database prior to award of a contract. This announcement is not a request for proposals, and does not obligate the Government to award a contract, nor does it obligate the Government to pay for any bid/proposal preparation costs. The Performance Work Statement and all other documents and attachments are draft documents, and are subject to change upon solicitation posting.
