The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, labor, and any other items and non-personal services necessary to provide complete and full preventive elevator maintenance service at Fort Sill, Oklahoma in a manner that will ensure continuous and safe operation. Complete and full preventive maintenance includes weekly inspection and basic service maintenance, periodic inspections and testing, regular cleaning, and timely response to routine and emergency service calls to include repairing and replacing failed or failing parts on Fort Sill, Oklahoma elevators listed in Technical Exhibit 3 (TE 3), Place of Performance, as defined in this Performance Work Statement (PWS), Part 5 except for those items specified as Government Furnished Property and Services, Part 3. The Contractor shall accept all elevator equipment and/or parts in their present condition at the start of this contract. The Contractor shall perform to the standards of this PWS. For IMCOM facilities and B500, services shall be provided twice per month, totaling 26 visits for the year. For RACH facilities and B1655, services shall be provided weekly, totaling 52 visits for the year.

Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, labor, and any other items necessary to provide complete and full preventive elevator maintenance service that will ensure continuous and safe operation of elevator and lift equipment located in facilities at Fort Sill, Oklahoma. Functions shall include weekly inspections and basic service maintenance, periodic inspections and testing, regular cleaning, and timely response to routine and emergency service calls to include repairing and replacing failed or failing parts. North American Industrial Classification System (NAICS) Code 238290 is applicable to this acquisition. The applicable size standard is $16.5 million. The Government will issue a 100% set-aside for small business Request for Quote (RFQ). Contract award will be made on the basis of best value. A Firm Fixed Price (FFP) contract is anticipated. Award criteria will include consideration of price, technical, and past performance. Services shall be procured pursuant to the regulatory direction of FAR Part 13.5, Test Program for Certain Commercial Items. Expected award shall consist of one base period of performance (1 October 2021 through 30 September 2022) and four - one year option periods of performance. There is no guarantee that any option period of performance will be exercised. The RFQ estimated date of issue is 9 August, 2021. All responsible sources may submit a response which, if timely received, will be considered. Pursuant to FAR 4.1102, prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract.
