The contractor shall provide environmental cost estimates and financial data management services in support of the Army’s E&DL process. The Army’s E&DL process is divided into 4 sub-processes: EL Identification, CTC, Budget and Execution, and Financial Reporting. This contract focuses on the EL Identification and CTC sub-processes only. Additional services include: E&DL Training, E&DL Program Management, E&DL Guidance Revision, Cost Estimating Software Support, Audit/Record Management Support, and Installation Action Plan (IAP) Planning Support. The contractor shall produce deliverables in accordance with the specifications of the contract.
