This is a non-personal services contract to provide a digital mentorship platform that can match potential mentors and mentees and help develop and guide the mentor/mentee relationship. The government shall not exercise any supervision or control over the contract service providers (provided the contractor uses contract service providers) performing the services herein. Such contract service providers shall be accountable solely to the Digital Mentorship Platform (DMP) provider (the contractor) who, in turn, is responsible to the government. The contractor shall provide, operate, maintain, and sustain a DMP. The solution must operate on FedRAMP IV/IL4 servers. The solution will be accessible on both web-based and iOS and Android applications available for download at their respective App Store. The DMP will leverage an advanced matching algorithm to support mentor-mentee pairing in one-on-one matching. Additionally, the DMP must have the capability to conduct other types of mentorship such as group coaching/mentoring or flash coaching/mentoring. The DMP must allow for each individual user to have their own customizable page where they can share relevant information about themselves. The contractor shall provide licenses and perform software/product licenses and support by providing updates, upgrades, patches, and technical service support. The contractor shall provide a support agreement for continued support and product updates/upgrades for the base year and option years.
