The Army Installation Management Command (IMCOM) is requesting Resource Efficiency Manager (REM) services to provide a focused and coordinated effort for improvement in the energy-efficient operation of key facilities, equipment and control systems and to address demand reduction and research/facilitate energy conservation programs offered through Energy Savings Performance Contract (ESPC) projects, Utility Energy Services Contract (UESC) projects, Energy Resilience and Conservation Investment Program (ERCIP) projects and other repair and renovation projects. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform REM services as defined in this Performance Work Statement (PWS), except for those items specified as Government furnished property and services (Refer to Paragraph 3). The REM will assist the installation Energy Manager to reduce peak electrical demand; reduce the energy, water and solid waste consumption; and identify and develop Energy efficiency and resilience projects.
