PRESOLICITATION SYNOPSIS FOR Army Continuing Education System (ACES) Centralized Education Support Services SOLICITATION W9124J-20-R-0015 The Mission and Installation Contracting Command-Fort Sam Houston (MICC-FSH) intends to issue a request for proposal (RFP) to provide Army Continuing Education System (ACES) Centralized Education Support Services for the Headquarters (HQ) Installation Management Command (IMCOM). The vehicle to be used for this acquisition will be a Firm-Fixed-Price (FFP) Contract. The period of performance will include a twelve (12) month base and four (4) twelve month option periods. The base will include a sixty (60) day Phase-In period with an anticipated start date of Phase-In of 28 Jul 2020 through 27 Sep 2020 with full performance effective 28 Sep 2020 through 27 Jul 2025. The contract will also include the potential for a six month extension of services in accordance with FAR 52.217-8, Option to Extend Services, which would extend the period of performance out through 27 Jan 2026. The Department of Defense directs the Military Departments to provide Service Members with opportunities to continue their education similar to those available to their peers in the civilian sector through the Department of Defense Instruction (DoDI) 1322.25, Voluntary Education Programs and DoDI 1322.19 Voluntary Education Programs in Overseas Areas. The Army implements these directives through Army Regulation 621-5, Army Continuing Education System. This is a non-personal services contract to provide Education Support Services required by HQ IMCOM ACES in education offices within the Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations. ACES supports Soldiers’ professional and personal growth through a continuum of education programs and services that range from academic and career guidance to enhancement of job performance and skill qualifications and includes assistance to ease the transition of soldiers returning to civilian life. Services include counseling, credentialing/licensure, testing, instruction, technological/automation services and administration support services to the education center. This Pre-solicitation Notice is posted in response to the sources sought inquiry W9124J-19-R-ACES, which was posted on 01 Mar 2019 This solicitation is a 100% WOSB Set Aside under NAICS 611710, Educational Support Services. Only Firms not exceeding the revenue size standard of $16.5M are eligible to submit an offer. All responsible sources may submit a proposal. It is anticipated that the RFP will be posted to the Beta.Sam.Gov website on or about 15 April 2020 with an anticipated closing dated on or about 15 May 2020. These dates are subject to change. All amendments to the solicitation will be likewise posted on this website. Contractors are advised to check the website periodically for amendments. Solicitation mailing list will not be complied and amendments will not be sent out in paper copy. All contractors must be registered in the System for Award Management database (SAM.gov) to be eligible for award of a contract. Faxed offers and amendments will not be accepted. A question period will be opened at time of solicitation.
