The Mission and Installation Contracting Command (MICC), Fort Sam Houston (FSH) intends to issue a Request for Proposal (RFP) for the purpose of awarding a Firm Fixed Price (FFP) contract to maintain the renewable energy facilities installed on Fort Irwin, CA and their supporting infrastructures. Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to maintain renewable energy facilities installed on Fort Irwin and their supporting infrastructure as defined in this Performance Work Statement. Fort Irwin maintains and sustains several solar array farms located at various locations at Fort Irwin, CA. First, is the 1.0 megawatt (MW) array constructed by Environmental Security Technology Certification Program (ESTCP). Second, is the 2.4 direct current (DC)/2.0 megawatt (MW) alternating current (AC) array constructed and maintained during the new Weed Army Hospital military construction (MILCON). Third, is a 761 kilowatt (kW) of solar carports previously maintained by the “Waste to Energy” Energy Savings Performance Contract (ESPC). Fourth, will acquire responsibility for other renewable energy systems on Fort Irwin; approximately totaling 213 kW. Period of Performance: The contract period of performance shall be for one (1) Base Year of 12 months, plus four (4) 12-month option years. In addition, the resultant contract will include the clause at 52.217-8, ‘Option to Extend Services’. Estimated contract start date: 01 Jul 2020. This Pre-solicitation Notice is posted in advance of RFP W9124J-20-R-0009. The solicitation is issued utilizing a full and open competitive approach. North America Industry Classification System (NAICS) code of 221114 – Solar Electric Power Generation, with a size standard of 250 employees, will be applicable to this procurement. It is anticipated that the RFP will be posted to the Federal Business Opportunity website on or about 11 May 2020 with an anticipated closing dated on or about 11 Jun 2020. These dates are subject to change. All amendments to the solicitation will be likewise posted on this website. Contractors are advised to check the website periodically for amendments. Solicitation mailing list will not be complied and amendments will not be sent out in paper copy. All contractors must be registered in the beta.SAM.gov database to view and to be eligible for award of a contract. Faxed offers and amendments will not be accepted. A question period will be opened at time of solicitation issuance.
