Amendment 05 of the solicitation provides an extension the Bid Opening date. The date has been moved to out to 1:00pm CST 10 March 2020. While the Bid Opening date is now changed the location remains the same. Along with this an update to the Attachment 02 (Bid Schedule) is provided to correct a problem with the formulas. Amendment 04 of the solicitation is here to confirm that while there is still a discrepancy with the unit of issue for several line items. Please go by with what is included in the Attachment 02, CLIN Bid Schedule Spreadsheet, of the solicitation. Attachment 02 of the solicitation provides the correct units of issue. This is a pre-solicitation notice for a Single Award Task Order Contract (SATOC) Indefinite Delivery/Indefinite Quantity (IDIQ) for Paving Installation and Maintenance Construction Services. The Solicitation number for this requirement is W9124J-20-B-0001, and the project’s magnitude is more than $10,000,000.00. This will be issued as an Invitation for Bid (IFB) in accordance with FAR Part 14, Sealed Bidding, and will be competed utilizing the 8(a) program in accordance with FAR Part 19.805-1. This requirement is for the Directorate of Public Works (DPW) at Fort Belvoir, Virginia, to provide construction services, specifically for the provision of all labor, materials, equipment, transportation, and professional services for asphalt work; to include, but not limited to alteration, repairs of road paving, curb and gutter, paving of parking lots, sidewalk, running tracks, removal and application of asphalt. Repairs and/or new construction may include: debris clearing/removal; cleaning and street sweeping; clearing, grubbing, and hauling; asphalt paving, overlays, milling, seal coats and patching; concrete paving; curbs and gutter; flumes, sidewalks, American Disabilities Act (ADA) ramps and incidentals; earthwork; base & sub-base; landscaping; storm water pollution prevention; storm drain systems; concrete structures and miscellaneous; chain link fencing and gates; traffic signs, striping and pavement markers; traffic control devices; guardrail installations and repairs; parking lot construction and street and parking lot lighting. The Government intends to award a Firm Fixed Price (FFP) SATOC IDIQ with an expected five (05) year ordering period from the date of award for construction services at the following locations Fort Belvoir, Virginia; Fort A.P. Hill, Virginia; Joint Base Myer – Henderson Hall, Virginia; Rivanna Station, Virginia; Arlington National Cemetery, Virginia; and Fort McNair, Washington, DC. It is anticipated that a solicitation will be issued on or about 03 January 2020, with any bids from interested parties due thirty (30) days after the solicitation is posted. A formal response date will be added when the solicitation is published.
