PRESOLICITATION SYNOPSIS FOR EXCEPTIONAL FAMILY MEMBER RESPITE CARE PROGRAM SOLICITATION W9124J-19-R-0032 The Mission and Installation Contracting Command (MICC) - Fort Sam Houston (FSH) in concert with the Installation Management Command (IMCOM), proposes to award a combination contract which will include both firm-fixed-price (FFP) and cost-reimbursable contract line item numbers (CLINs) in support of the Exceptional Family Member Respite Care Program. The period of performance will include a 12 month base period and four (4) 12 month options. This acquisition will also include a 60 day phase-in/phase-out. The primary purpose of the Exceptional Family Member Program (EFMP) RCP Services contract is to provide a network of EFMP RCPs who will afford temporary rest periods to family members responsible for regular care of persons with disabilities. Qualifying Families are eligible to receive a maximum of 25 hours of EFMP RCP Services monthly for each enrolled Exceptional Family Member (EFM). There are currently 64,000 family members enrolled in the Army's EFMP. Approximately 300 of the enrolled individuals qualify for RCP Services. Consequently, there is a need to maintain an Army-wide special needs RCP Services Program for Family members enrolled in the EFMP across the continental United States, Alaska, Hawaii and Puerto Rico. Level III RCP Services is for EFMP Participants who have significant medical conditions that require coordination of care by health care providers, ancillary services, or others in order to sustain a reasonable level of health. Conditions at this level of care include, but are not limited to, providing monitoring for recurrent, unstable seizure activity, providing insulin dependent diabetic support, help with ambulation and safety needs, and support for those in need of special assistance with food intake via feeding tube. Level IV RCP Service Providers shall perform all duties of the Service Provider at Level III. In addition they must be able to provide care for conditions such as, but not limited to, severe continuous seizure activity, tube feedings via feeding pump, suctioning of tracheotomy with suction equipment, monitoring of home apnea monitors, home ventilators and conditions which require extensive family involvement in care giving. This Pre-solicitation Notice is posted in response to the sources sought inquiries (W9124J-19-R-EFMP, W9124J-19-R-EFMP (001), W9124J-19-R-EFMP (002), W9124J-19-R-EFMP (003), and W9124J-19-R-EFMP (004)) posted between December 2018 and April 2019. This acquisition will be solicited as a 100% small business set-aside. The applicable North American Industry Classification System (NAICS) Code is 621610, Home Health Care Services, with a corresponding small business size standard of $15M. All responsible sources may submit a proposal. It is anticipated that the RFP will be posted to the Federal Business Opportunity website on or about 05 August 2019 with an anticipated closing dated on or about 05 September 2019. These dates are subject to change. All amendments to the solicitation will be likewise posted on this website. Contractors are advised to check the website periodically for amendments. Solicitation mailing list will not be complied and amendments will not be sent out in paper copy. All contractors must be registered in the System for Award Management database (SAM.gov) to be eligible for award of a contract. Faxed offers and amendments will not be accepted.
