The contractor will be required to provide all resources, except Government Furnished Property (GFP) as specified in the Performance Work Statement (PWS). This procurement is set-aside for eligible Small Business under North American Industry Classification System (NAICS) code 722310, Food Service Contractors, with a size standard of $41.5M. This requirement is subject to Randolph-Shepherd Act (RSA) and give preference to the State Licensing Agency (SLA). This requirement will result in a Firm-Fixed Price (FFP) contract. The anticipated performance period is a five year ordering period. A Pre-Proposal Conference/Site Visit will be conducted at Fort Bliss. Texas. This is the only Pre-Proposal Conference/Site Visit that will be conducted. The Mission and Installation Contracting Command-Fort Sam Houston (W9124J) intends to issue a request for proposal (RFP) to provide Full Food Services (FFS) under the Army Food Program for dining facilities at Fort Bliss, TX. The vehicle to be used for this acquisition will be a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. The requirement will have a 5-year ordering period as well as clause 52.217-8, Option to Extend Services. The period of performance will be from 1 April 2020 through 01 October 2025, including 52.217-8, Option to Extend Services. A 30 day phase-in is included in the first year. The Army Food program covers the people, processes, and resources involved in feeding Soldiers worldwide. It also provides authorized diners quality meals in an environment that is comparable to first- class commercial cafeterias, such as any of the national chain restaurants that provide full meal service. The Contractor shall provide services necessary to perform FFS. This support will focus primarily on the following areas: dining facility management functions, food receiving and storage, food preparation services, food serving, facility sanitation and janitorial duties and the associated logistics analysis and management functions. The Contractor is required to provide all resources to include supervision, labor, personnel, equipment, materials, supplies, and other associated work efforts, except Government Furnished Property (GFP, expendables), to perform activities that comprise FFS. This Pre-solicitation Notice is posted in response to the sources sought inquiry W9124J-19-R-0027, which was posted on 05 April 2019. This solicitation is 100% small business set aside subject to the Randolph Sheppard Act. A priority right to operate dining facilities on federal property applies as defined in Army Regulation 30-22.
