PRE-SOLICITATION SYNOPSIS FOR DEPARTMENT OF DEFENSE ENVIRONMENTAL, SAFETY AND OCCUPATIONAL HEALTH NETWORK AND INFORMATION EXCHANGE (DENIX) PLATFORM SUPPORT SERVICES (formerly known as ENVIRONMENTAL INFORMATION TECHNOLOGY MANAGEMENT (EITM) PROGRAM SERVICES) SOLICITATION W9124J-19-R-0023 The Mission and Installation Contracting Command-Fort Sam Houston intends to issue a request for proposal (RFP) to provide Department of Defense Environmental, Safety, and Occupational Health Network and Information Exchange (DENIX) Platform Support Services (formerly known as Environmental Information Technology Management (EITM) Services) for the Office of the Assistant Secretary of the Army, Installations, Energy, and Environment (OASA IE&E), located at the Pentagon, Washington D.C. The resultant contract is anticipated to be a Single Award Indefinite Delivery/Indefinite Quantity contract with a five (5) year ordering period, along with a potential six-month extension of services option in accordance with Federal Acquisition Regulation clause 52.217-8, Option to Extend Services. The Office of the Assistant Secretary of the Army, Installations, Energy, and Environment (OASA IE&E) has responsibility for policy development, program oversight, and coordination of a wide variety of Army activities, which includes the DENIX program. Through the DENIX program, the Army coordinates the development and maintenance of integrated, cost effective, and useful Environmental, Safety, and Occupational Health data management and reporting applications for the Department of Defense. This Pre-solicitation Synopsis is posted in response to the sources sought inquiry W9124J-19-R-EITM, which was posted on 19 Dec 2018. This solicitation is 100% set-aside for small business. North America Industry Classification System (NAICS) code 518210, Data Processing, Hosting and Related Services, with a size standard of $32.5M, will be applicable to this procurement. All responsible small business sources may submit a proposal. The RFP will be posted to the Federal Business Opportunity website on or about 10 May 2019 with proposals due on or about 3 June 2019. These dates are subject to change. All amendments to the solicitation will be likewise posted on this website. Contractors are advised to check the website periodically for amendments. Solicitation mailing list will not be complied and amendments will not be sent out in paper copy. All contractors must be registered in the System for Award Management database (SAM.gov) to be eligible for award of a contract. Faxed offers and amendments will not be accepted. A question period will be opened at time of solicitation.
