This requirement is to provide Resource Efficiency Management (REM) services at US Army Garrison Fort Knox, Kentucky as part of the Installation Management Command's Resource Efficiency Management program. This program seeks to increase the effectiveness of Army installations' energy programs by identifying practices that reduce energy and water costs by utilizing subject matter experts (REM's), who provide expertise in identifying needed infrastructure energy improvements in Government facilities that will significantly reduce energy and water utilization, and meet or exceed the Army's energy savings goals. The REM services will also support the installation's efforts to reduce energy and water consumption, greenhouse gas emissions, utilities costs, and comply with all applicable energy related federal laws such as the Energy Policy Act of 2005 (EPACT 2005), Executive Order 13423 Strengthening Federal Environmental, Energy, and Transportation Management and the Energy Independence and Security Act (EISA) of 2007
