SOURCES SOUGHT W9124G-19-A-FRAL SOURCES SOUGHT TECHNICAL DESCRIPTION FOR PRODUCTS INTRODUCTION The Mission Installation Contracting Command at Fort Rucker, AL is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the training and certification of firefighters for Fort Rucker Fire and Emergency Services (FRF&ES). The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The Fire and Emergency Services Division, the largest fire department in the Army, serves Fort Rucker, their training sites, and the Wiregrass area when communities request mutual aid and assistance. This division provides emergency services, such as fire suppression and prevention, crash and rescue operation, hazardous material accidents, heavy extrication mission, high-angle and confined-space rescues, high-rise structure maneuvers, and advanced life support paramedic operations. REQUIRED CAPABILITIES The Government requires the Contractor shall furnish all qualified personnel and materials to provide successful training and certification of firefighters on Fort Rucker, Alabama in accordance with the National Fire Protection Association (NFPA), International Fire Service Accreditation Congress (IFSAC), DoD Fire & Emergency Services Certification Program (DOD 6055.06-M) and Army Facilities Management (AR 420-1 Chapter 25). The intent of this Sources Sought is to assess the capability of potential contractors to meet this requirement. See the DRAFT Statement of Work (SOW). ELIGIBILITY The applicable NAICS 922160 code for this requirement is 334290 with a Small Business Size Standard of 750 EMP. The Product Service Code (PSC) is 5810. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the services/materials listed in the DRAFT SOW. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Saundra Crittenden, in either Microsoft Word or Portable Document Format (PDF), via email saundra.f.crittenden.civ@mail.mil no later than 12:00 p.m. CST on 07 August 2019 and reference this synopsis number in subject line of e-mail and on all enclosed documents. If your organization has the potential capacity to provide the required services, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. DRAFT Statement of Work: 1. DUTIES. The Contractor will: A) Provide certified instructors, assistant instructors, safety officers, prop operators and resources as required based on hours of instruction and course requirements. B) Provide all required student text books and materials. C) Provide all course documentation and certification processing: to include certification examination and issuance of certification certificates with the appropriate agency. 2. COMPENSATION AND TERMS OF PAYMENT A) COMPENSATION. Compensation shall be paid by Fort Rucker Fire and Emergency Services (FRF&ES) to the Contractor in the total amount (Tuition, Instructor Fees, Testing Fees, Student Textbooks & Shipping) for all services performed and/or goods or materials supplied by Contractor pursuant to this Agreement. B) TERMS OF PAYMENT. Payment shall be made by FRF&ES to Contractor within thirty (30) days after the Contractor's presentation of an invoice(s) for services performed hereunder. Payments made under this Agreement shall be made in accordance with the Public Law 94-48 2 and such laws of the state of Alabama as may apply. C) PERFORMANCE PERIOD. This covers a performance period from 1 July 2019 through 30 June 2020 with the option to extend every year for four (3) years.
