This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9124G-21-R-0007 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-05 and DFARS Change Notice (DCN) 05-May-2021. This solicitation is a 100% small business set-aside. The associated NAICS code is 336411 - Aircraft Manufacturing and the small business size standard is 1,500 employees. Pursuant to FAR 22.1006(a), this acquisition shall comply with the Service Contract Act of 1965. This acqusition is for repainting services on the following two aircraft in the Army Aviation Museum collection: AH-1 and OH-58D Aircraft. Aircraft will be restored on-site (Building 101). All personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items and non-personal services necessary to perform Aircraft repainting as defined in this Performance Work Statement except for those items specified as government furnished property and services shall be the responsibility of the contractor. The Army Aviation Museum will provide technical assistance with publications and documents to assist the contractor in the repainting process. The Army Aviation Museum will also furnish information on paint schemes to be applied. All work shall be completed in accordance with the Performance Work Statement (PWS).
