PRESOLICITATION NOTICE MICC FT KNOX intends to issue a solicitation for Firm Fixed Price (FFP) Multiple Award Task Order Contracts (MATOCs). The estimated acquisition cost of the requirement is approximately $1.1 billion. The principal requirements of this proposed contract include oversight services, services for meals, lodging, morning/evening transportation, transportation for medical consultations when necessary and onsite liaison in lodging facilities. This contract covers all enduring services at sixty-five (65) Military Entrance Processing Stations (MEPS) and two (2) Remote Processing Stations (RPS) located throughout the contiguous United States (CONUS), Alaska (AK), Hawaii (HI) and Puerto Rico (PR), within USMEPCOM. TYPE OF CONTRACT: This solicitation will be for award of FFP MATOCs. The estimated ceiling amount for this requirement is $1.1B, which covers a five (5) year base ordering period and a five (5) year option ordering period for a total of a ten (10) year contract period. TYPE OF SET-ASIDE: This acquisition will be an unrestricted action under full and open competitive conditions. SELECTION PROCESS: This acquisition will be conducted using a best value LPTA modified process, authorized at FAR 12.203 – Procedures for solicitation, evaluation, and award in conjunction with the policies and procedures prescribed in FAR 15.101-2. The LPTA modification will use Section 825 of the National Defense Authorization Act for Fiscal Year 2017 that amended 10 U.S.C. 2305 (a)(3) implemented by FAR 15.304(c)(1)(ii)(A). As allowed in aforementioned reference the KO will not include price or cost as and evaluation factor. PRE-PROPOSAL CONFERENCE: A Pre-Proposal Conference will not be held for this action. SOLICITATION WEBSITES: Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this contract. Solicitation documents, plans and specifications will only be available via Sam.gov (https://sam.gov/) website. The solicitation will be available only as a direct download. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation.
