Offerors are to submit their proposals based on Amendment Five (5) Conformed Solicitation dated 23 December 2022 that incorporates all previous amendments. The Prime Contractor is responsible for all submitted proposal material. Offerors must not change the CLIN structure or quantity as this is the Government’s requirement. If you change the Government’s requirement as presented, you will be deemed nonresponsive and ineligible for award. The proposal must include the certification statement that the Project Manager is an agent of the Contractor and has expressed authority to obligate the Contractor to perform various tasks as specified in the Performance Work Statement. If you fail to provide this certification statement, you will be deemed nonresponsive and ineligible for award. The proposal must include the certification statement that the Project Manager can read, write, speak and understand English. If you fail to provide this certification statement, you will be deemed nonresponsive and ineligible for award. The proposal must include the certification statement that the Alternate Project Manager is an agent of the Contractor and has expressed authority to obligate the Contractor to perform various tasks as specified in this Performance Work Statement (PWS). If you fail to provide this certification statement, you will be deemed nonresponsive and ineligible for award. The proposal must include the certification statement that the Alternate Project Manager can read, write, speak and understand English. If you fail to provide this certification statement, you will be deemed nonresponsive and ineligible for award. The proposal must include the certification statement that the Crew Leaders can read, write, speak and understand English. If you fail to provide this certification statement, you will be deemed nonresponsive and ineligible for award. The proposal must include the proposed key personnel’s individual letter of commitment/intent to accept the position if the offeror is awarded the contract. If you fail to provide the letter of commitment/intent, you will be deemed nonresponsive and ineligible for award.
