This is a non-personal services contract providing transition services to Soldiers to the standards prescribed by the VOW Act, AR 600-81; Army’s Career readiness Standards (CRS); and site-specific government directives. This includes the following: operation of all identified transition assistance places of performance; providing pre-separation and initial counseling; personalized transition and financial counseling; individual transition planning advice; Career Skills Program (CSP) support; employment – seeking assistance; marketing and career / hiring event support; and assisting employers with connecting their open positions with the transitioning service member population. The contractor shall utilize existing capabilities to offer a choice based program allowing the Soldiers to receive services through face-to-face and/or virtual means [SFL-TAP Virtual Center and/or Joint Knowledge On-line (JKO)]. Existing capabilities include a business-oriented social network which connects users to jobs, 24/7 counseling center (with telephone voice over internet protocol to provide instant messaging, file transfer and video conferencing). SFL-TAP is the Commander’s program, the installation commander and their Soldiers are the contractor’s primary clients. AR 600-81 provides the guidance of eligibility for the SFL-TAP, command support and the levels of services each Soldier requires. Installation commanders own the program and may identify additional services at their individual site in the form of specialized classes, marketing, processes, and employer assistance, based on the needs of their location and transitioning Soldier demographics. The general SFL-TAP process includes: Identifying by coordinating with various government personnel and systems and notifying Commanders of Soldiers eligible for SFL-TAP services; Commanders, in turn, notify individual Soldiers. Assessing Soldiers’ needs and the ability of service providers to meet those needs. Providing tailored transition assistance counseling and employment assistance services to Soldiers transitioning from active duty (Active Component (AC)/Reserve Component (RC): United States Army Reserve and the Army National Guard, and members of other Department of Defense (DoD) services at IMCOM joint bases), Department of the Army (DA) Civilians. Family members and military retirees and veterans on a space available basis. Conducting follow up and evaluation to ensure Soldiers’ Veterans Opportunity to Work to Hire Heroes Act (VOW) standards and career readiness standards are met. Assisting TSMs and Director of Human Resources (DHRs) keep unit commanders informed of their Soldiers’ transition status. Assisting with public affairs initiatives and marketing the SFL-TAP program on the installation. Assisting with installation job fairs, hiring events, virtual employment events, and employment summits. Tracking attendance for curriculum and value added classes (e.g., dress for success, federal resume writing). Assisting TSMs and DHRs mange the Installation Transition council (keep minutes, track attendance, invite participants, assist with presentations). Assisting Soldiers with and documenting the CAPSTONE Event. Assisting with execution of pilot/test programs designed to improve the SFL-TAP program. Assisting with setting up and closing classrooms. Assisting with managing, distributing, and storing supplies and classroom materials. Assisting TSMs where n Liaison Officer (LNO) is not present to conduct analysis, set up displays, market the program. Assisting the TSM with program management of job shadowing and on- the-job training programs. Inputting data and maintaining the integrity of the government’s automation system for Soldier data. Input records and data to applicable DoD and Army information systems (e.g., Client Tracking System (CTS), and TAP XXI). The services referenced above are required to commence 4 July 2020. SFL-TAP services are available for all transitioning Soldiers throughout the Contiguous United States (CONUS) and Outside Contiguous United States (OCONUS), which include Korea, Kuwait, Germany and Italy. Contract Line Item Numbers (CLINS) will be included for travel and marketing materials expenses. There are no known Federal entity providing services of this nature and magnitude.
