The contractor shall provide licensing support services to the U.S. Army in the execution and management of the Army Trademark Licensing Program (ATLP). These services include the identification of prospective licensees for the Army, negotiation of new licensing agreements and management of those accounts in support of the program. The contractor shall maintain the existing licenses and generate new licensees authorized to market products bearing the Army’s marks. The contractor shall have non-exclusive rights to represent the Army in identifying and negotiating with potential licensees for the use of one or more of the Indicia, as defined and represented in Section J, in connection with the licensing of various Army marks and to act as its non-exclusive agent to conduct certain promotions. All performance under the terms of this agreement shall be performed in such a manner as to preserve the integrity, character and dignity of the U.S. Army, to ensure the Army’s name and marks are used appropriately, in good taste with high-quality products and to maintain the reputation of the U.S. Army. The contractor’s activities in identifying potential licensees shall be an extension of the Army’s existing marketing and advertising program. This program has two target markets: Young adults in the range of 17-24 years of age (high school and post high school) as the primary and influencers as the secondary target markets.
