The Mission and Installation Contracting Command Fort Jackson has a requirement to procure Solid Waste Management (Refuse) services for the Directorate of Public Works (DPW) at Fort Jackson, SC. This will be a non-personal services contract to provide a comprehensive approach to managing non-hazardous solid waste that encompasses green procurement, waste prevention, and disposal programs. The Contractor, partnering with the installation, shall determine and utilize the most cost effective Recycle and Solid Waste Management services, emphasizing innovation and commercial best practices, to maximize diversion. The Contractor shall dispose of all commercial, industrial, and community activity waste in accordance with (IAW) all applicable Federal, State, and local laws and regulations. The waste shall be disposed of at a Subtitle “D” Municipal Solid Waste (MSW) landfill located in the State of South Carolina and approved and fully permitted by the Department of Environmental Management. The Contractor shall pay all applicable fees associated with disposal. It is anticipated that this requirement will be awarded as a Firm Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The anticipated period of performance will be 7 Mar 2021 to 6 Mar 2026, resulting in a one (1) year base and four (4) year option periods. The Primary North American Industry Classification System (NAICS) Code for this procurement is 562111, Solid Waste Collection with a size standard of $41.5M. This is a Preliminary announcement regarding a requirement to provide Solid Waste Management (Refuse) Servicers for the Directorate of Public Works (DPW) Fort Jackson, South Carolina. The intent of this requirement is to obtain services on a Firm Fixed Price, Indefinite Delivery Indefinite Quantity contract for one (1) base year and four (4) option years, to provide Solid Waste Management Services at Fort Jackson, SC. The offeror shall be responsible for all standards specified in the Performance Work Statement (PWS). The contract performance will begin 7 March 2021. The PWS will be included in the solicitation. The Government anticipates issuing the Request for Proposal (RFP) not later than 12 Feb 2021 under announcement number W9124C-21-R-0010. The requirement will be solicited as a 100% competitive 8(a) set aside. The North American Industry Classification System (NAICS) code for this acquisition 561211 – Solid Waste Collection.
