The Mission and Installation Contracting Command Fort Jackson has a requirement to procure storm water monitoring and project management services. Services include collection of storm water samples from the SMS4 location; equipment operation, maintenance, and calibration; storm sewer system map updates; field screening of illicit discharges; data analysis; and reporting, as identified in the SMS4 Permit and the Fort Jackson TMDL Monitoring and Assessment Plans for the Gills Creek Watershed for DO and E. coli, hereafter referred to as TMDL Plans. Solicitation W9124C-22-R-0010 will be issued as a Request for Proposal (RFP) using the procedures outlined in Federal Acquisition Regulation (FAR) Part 12 and 13. It is anticipated that this requirement will be awarded as a firm fixed-price contract. The anticipated period of performance will be 29 September 2022 – 28 September 2027, resulting in a twelve (12) month base year, and four (4) twelve (12) month option periods. The Primary North American Industry Classification System (NAICS) Code for this procurement is 541620, Environmental Consulting Services with a size standard of $16.5M. This procurement will be competitively procured as a total set-aside for Woman Owned Small Business (WOSB). The Government anticipates the RFP being available electronically at SAM.GOV on or about 7 September 2022. A copy of the draft soliocitation has been added to this pre-soliciation notice. Proposals will be due on or around 19 September 2022.
