•1. GENERAL: This is a non-personal services contract to provide Generator Monitoring. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. •1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Generator Monitoring as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. •1.2 Background: This is a requirement to provide equipment, equipment maintenance and monitoring for up to 25 generators located at Fort Jackson. Federal environmental regulations 40 CFR Part 60 Subpart IIII, JJJJ and 40 CFR Part 63 Subpart ZZZZ require the owner/operator of generators to maintain records on-site of the date of operation and hours of operation for every start-up. Fort Jackson's generators are located at various sites throughout the installation and most are difficult to physically monitor due to a lack of manpower. Existing wireless cellular devices on each generator send data to a monitoring web site that provides real-time monitoring information, alleviates the need for additional personnel and enables the installation to meet regulatory requirements. Fort Jackson has approximately 25 generators that need to be monitored. These generators are located at the Network Enterprise Centers (NEC), Post Headquarters Department of Emergency Services, Range Operations, NCCA, and Gates 4 and 5. •1.3 Objectives: •· The contractor shall provide monitoring for existing Omnimetrix cellular monitors on up to 25 generators to ensure compliance with environmental regulations. •1.4 Scope: Services include: •· The contractor shall provide Fort Jackson with access to the Omnimetrix online portal that maintains real-time, up to date operating information for each generator. •· The contractor shall provide maintenance and/or replace monitors that are no longer functioning. The maintenance technician shall be based in close proximity to the Columbia area. •1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows: Base Year, Option Year I, Option Year II, Option Year III, Option Year IV
