SOURCES SOUGHT NOTICE The Mission and Installation Contracting Command Fort Irwin, California is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support the following. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform: Facility surveys; Data maintenance; Proactive Real-Property Interactive Space Management System (PRISMS) services training; Computer Aided Design and Drafting (CADD) conversion; Geographic Information System (GIS) data gap analysis and reconciliation; PRISMS system maintenance and business systems data analysis and operations services for Real Property Accountability financial reporting and its; Installation Geospatial Information & Services (IGI&S) program. In support of the Directorate of Public Work’s (DPW) overall mission. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION as a single award. This requirement may be set-aside for small businesses and all socioeconomic categories with one or multiple socioeconomic identifiers will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The objective is to procure these services on a competitive basis, based on the responses to this sources sought notice/market research. SYNOPSIS This Sources Sought Notice is issued for informational and planning purposes only. This is not a Request for a Quote (RFQ). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. This U.S. industry comprises establishments primarily engaged in providing on-site management and operation of clients' computer systems and/or data processing facilities. Establishments providing computer systems or data processing facilities support services are included in this industry. IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.” SYNOPSIS OF REQUIRED CAPABILITIES: 1. The contractor shall coordinate, manage and conduct field surveys for architectural dimensioning, space utilization, and manpower surveys for new PRISMS/MC2 buildings. 2. The contractor shall validate, coordinate and execute database updates in PRISMS and General Funds Enterprise Business System (GFEBS) for new, existing and recapitalized facilities and improvements, transfers and reassignments. 3. Contractor shall develop RPLANS requirements edits in compliance with current OACSIM and HQ IMCOM guidance, validate edits with DPW Master Planning Division and complete process by entering edits in RPLANS. 4. The contractor shall provide on-site management of updates and maintenance of existing and new PRISMS/MC2 architectural floor plans, space plans, associated database information, and other data that comprises the PRISMS/MC2 system. 5. The Contractor shall provide on-site web-based training on Enterprise PRISMS/MC2 and the OACSIM Enterprise Geospatial System to Fort Irwin personnel. 6. The Contractor, working with a feature-complete version of the ePRISMS Building Manager application shall complete field testing and deployment of the application to generate PRISMS/MC2 Reports. 7. The contractor shall complete specified tasks described herein to enable the Fort Irwin DPW to sustain effective management of real property to meet the Chief Financial Officer’s Audit (CFOA) compliance and Operations Order 19-009 Real Property Physical Inventory Army requirements.
