SOURCES SOUGHT FOR BULK LIQUID PROPANE GAS (LPG) SUPPLY AND DELIVERY FOLLOW-ON AT FORT IRWIN, CA
The requirement is for continuous bulk supply and tanker delivery of odorized Grade HD-5 liquid propane gas to four DPW-managed bulk storage tank farms at USAG Fort Irwin and the National Training Center, Fort Irwin, California. Market research may lead to a small business set-aside—including 8(a), HUBZone, SDVOSB, EDWOSB, or WOSB—or full and open competition. The Government anticipates a single indefinite-delivery requirements contract with firm-fixed-price economic price adjustment unit pricing tied to the Mont Belvieu Propane Spot Index, under NAICS 324110 (1,500-employee size standard) and PSC 6830. The anticipated period of performance is a 12-month base period from May 1, 2027 through April 30, 2028, four 12-month option periods through April 30, 2032, and an optional six-month extension through October 31, 2032. This is a follow-on requirement, and a future Utility Energy Services Contract natural gas line conversion may reduce or conclude bulk propane demand before the end of the five-year ordering period, with no minimum or exact volume guaranteed.
