The objective of this contract is to prepare a Programmatic Biological Assessment (PBA) for Fort Huachuca using the best available scientific and commercial data available. The previous PBA was prepared in 2013. In March 2014, the US Fish and Wildlife Service (USFWS) issued a Biological Opinion (BO) under the Endangered Species Act (ESA) regarding the potential impacts of Fort Huachuca missions on threatened and endangered species (TES) and their critical habitat through 31 March 2024. Accordingly, a new PBA is required in order to facilitate a potential new formal consultation with USFWS concerning whether Fort Huachuca’s mission impacts TES and their critical habitat.
