The Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Huachuca Division, DOC Operations Branch intends to solicit a firm-fixed-price (FFP), non-personal, commercial services contract for Environmental Program Management and Technical Support for the Environmental and Natural Resources Division (ENRD), Directorate of Public Works (DPW) at Fort Huachuca, Arizona. The general scope of work and support includes, but is not limited to, direct execution support for environmental compliance, conservation, and pollution prevention (P2) and related technical support to the Fort Huachuca ENRD. For this contract, the following tasks shall be included: Task 1 – Project Management (Planning, Preparation, and Submittal of Monthly Reports and Invoices) Task 2 – Multimedia Environmental Programs Support (waste determinations and process mapping) and Hazardous Waste Emergency Response Action Planning Support Task 3 – Database Management Task 4 – Natural Resources Program Support Task 5 – Cultural Resources Program Support -- Archaeologist Task 6 – Pollution Prevention and Hazardous Materials Management Program Support Task 7 – Cultural Resources Program Support – Historic Architect Task 8 – EPCRA and Hazardous Materials Management Program Support The Government anticipates this solicitation will result in a single award for one base year and four additional 12 month options. The proposals, when solicited, will be evaluated using tradeoff criteria. This acquisition is a Section 8(a) competitive acquisition limited to eligible 8(a) participants. The size standard is $16.5 million. The National American Industry Classification System (NAICS) code is 541620. The solicitation and resultant contract will contain FAR 52.217-8, Option to Extend Services, which will be evaluated as part of the contract. However, the extension period is not reflected in the period of performance. The solicitation (W9124A-20-R-0012) will be issued on or about 3 August 2020. Upon release to the public, the solicitation will be available via the Internet at beta.SAM.gov. Offerors are responsible for routinely checking this website for any possible solicitation amendments that may be issued. Proposal due date and time will be included in the solicitation. This pre-solicitation synopsis notice is for the purpose of informing industry that this solicitation will be posted on beta.SAM.gov on or about 3 August 2020. This pre-solicitation notice is not a Request for Proposal and any proposals received as a result of this notice will not be accepted or evaluated. No advance information is available at this time.
