Quotes must be submitted by email and organized into three separate volumes: Price, Technical Capability, and Past Performance. The Technical Capability volume must include an unpriced staffing plan, a list of proposed equipment, and a project plan covering both performance locations, limited to 25 pages. The Past Performance volume is limited to 10 pages and must describe up to three relevant projects from the last three years, with details such as project title and value. A completed and signed SF-1449 with specified blocks is required, and offerors must have an active SAM registration.
