The Mission and Installation Contracting Command (MICC) Fort Bragg, Fort Bragg, NC, intends to award a firm fixed price contract for ID Card Services using the policies and procedures of FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation. This requirement will be solicited as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The activity’s small business office concurs with this set-aside determination. The NAICS code applicable to this procurement is 541612. The size standard is $16.5 million. The Installation Management Command (IMCOM) at Fort Bragg, NC requires contractor support to provide Common Access Card (CAC) and military identification (ID) card services utilizing the Defense Enrollment and Eligibility Reporting System (DEERS) and the Real Time Automated Personnel Identification System (RAPIDS). The Department of Defense (DoD) issues CACs and/or military ID cards to active duty military, Reserve and National Guard members, military retirees, eligible family members, and DoD civilians. Cards are issued and maintained in part using DEERS/RAPIDS workstations. Approximately 65,000 customers are serviced annually on Fort Bragg. The Army requires contractor support services at two building locations on Fort Bragg to process ID cards in a timely manner. Services are expected to begin on approximately 16 April 2021. The period of performance is a ten-month base period and four one-year option periods with the option to extend services an additional six months in accordance with FAR clause 52.217-8.
